Well before people gathered in Tahrir Square to demand the ouster of Hosni Mubarak, workers had formed one of the largest oppositional movements to authoritarian rule in Egypt. In Tunisia, years prior to the 2011 Arab uprisings, the unemployed chanted in protest, "A job is a right, you pack of thieves!" Despite this history, most observers have failed to acknowledge the importance of workers in the social ferment preceding the removal of Egyptian and Tunisian autocrats and in the political realignments after their demise. In Workers and Thieves, Joel Beinin corrects this by surveying the efforts and impacts of the workers' movements in Egypt and Tunisia since the 1970s. He argues that the 2011 uprisings in these countries—and, importantly, their vastly different outcomes—are best understood within the context of these repeated mobilizations of workers and the unemployed over recent decades.

Book excerpt: Trade unions have long played a crucial role in Tunisia's political, social, and economic life. In the 1940s and 1950s, the Tunisian General Labor Union (UGTT), a national confederation of labor unions, promoted social reform and played an active role in fighting France's occupation of Tunisia. Later, amid economic crisis in the 1970s and early 1980s, it led a mass mobilization against the government of Habib Bourguiba. The right of citizens to form unions and operate independent of government interference is secured in Tunisia's Constitution (article 8) and Labor Code, as well as the UN and Africa human rights treaties and International Labor Organization conventions, which Tunisia has ratified. Despite this, Tunisian workers and union members face undue restrictions on their right to freely organize, including denial of legal status to unions outside of the UGTT, government infiltration and takeover of critical unions, and persecution of student union members. While the UGTT's relationship with the government has traditionally fluctuated between cooperation and confrontation, Tunisians still tend to see it as an independent body that fights for workers' interests. However, many members of the Tunisian General Labor Union (UGTT) say the union's leadership has shifted over the last decade towards a more complicit relationship with the government, much to the dismay of its more independent-minded members. Keen to maintain control over such a powerful organization, the government has quashed attempts to form new unions, and relentlessly persecuted unionists through harassment, intimidation, detention, and even torture.

Today, on the list of big business's priorities, sustaining the employer-worker relationship ranks far below building a devoted customer base and delivering value to investors. As David Weil's groundbreaking analysis shows, large corporations have shed their role as direct employers of the people responsible for their products, in favor of outsourcing work to small companies that compete fiercely with one another. The result has been declining wages, eroding benefits, inadequate health and safety protections, and ever-widening income inequality. From the perspectives of CEOs and investors, fissuring--splitting off functions that were once managed internally--has been phenomenally successful. Despite giving up direct control to subcontractors and franchises, these large companies have figured out how to maintain the quality of brand-name products and services, without the cost of maintaining an expensive workforce. But from the perspective of workers, this strategy has meant stagnation in wages and benefits and a lower standard of living. Book excerpt: The COVID-19 crisis is expected to lead to a 46.4 percent decline in Tunisia’s GDP during the 2nd quarter of 2020 (April to June). The industrial sector will be hit hardest, with output falling by 52.7 percent, followed closely by services (-49.0 percent) and agriculture (-16.2 percent). These high losses are a result of the complete lockdown imposed in the country to contain the pandemic. Higher-income urban households will see the largest income losses, although lower-income urban households also will experience significant reductions in their income. As a policy response, social transfers towards poorer households will reduce the adverse welfare impact of these drops in household income. Government policies to support struggling businesses will allow economic activities to revive more rapidly when the lockdown loosens. Consequently, comprehensive planning by the Government of Tunisia to re-open the economy will be critical to reduce the pandemic’s adverse impact on the country’s economy in the longer-term, reducing losses of employment and income, especially in manufacturing and retail.
