Book excerpt: This report reviews the U.S. Climate Change Science Program's new draft assessment product on characterizing and communicating uncertainty information for climate change decision making, one of 21 climate change assessment products that the program is developing to meet the requirements of the 1990 Global Change Research Act. Although the draft assessment is effective in discussing methods of characterizing uncertainty, it falls short in several ways. It is written for researchers involved in assessment efforts and will likely be of use to them, but does not address other key audiences, particularly policymakers, decision-makers, and members of the media and general public. In addition, it does not assess the full range of "best practice approaches" for characterizing, incorporating, and communicating uncertainty. These weaknesses were due in part to a change in the prospectus after the process had begun to include new target audiences and a different scope of work. It will take a substantial revision of the current draft or production of a companion document, both requiring additional authors, to address these issues.

Book excerpt: The Internet Corporation for Assigned Names and Numbers (ICANN), founded in 1998, is a not-for-profit public-benefit corporation established to ensure a stable and secure global Internet. As the custodian of the Domain Name System (DNS), one of its key responsibilities is the introduction and promotion of competition in Internet-related markets, an aim which ICANN has tried to achieve through the delegation of generic top-level domains (gTLDs). This book investigates how successful ICANN has been in achieving this goal. Over the years, ICANN has been required to decide on a substantial number of complaints from applicants for gTLDs related to capture, arbitrariness, discrimination, and unwarranted restriction of competition. This book is the first detailed study of complaints related to ICANN decisions that have been brought using ICANN's Independent Review Process (IRP). The authors - preeminent expert practitioners in international litigation and arbitration related to Internet governance - take a close look at how ICANN has handled the major issues raised and how ICANN has shaped its own accountability mechanisms. The book also weighs the influence of external accountability on ICANN’s decision-making process and considers the implications of third-party decisions (such as IRP decisions) for the ongoing development of the Internet. This work is a welcome addition to the debate on how to address the shortcomings in ICANN’s accountability in the interests of the global Internet community. Book excerpt: This book offers a critical reinterpretation of Western European States’ programmatic support for International Human Rights Law (IHRL) since the 1970s. It examines the systemic or structural constraints inherent to the international legal system and argues that order trumps justice in Western Europe’s promotion of international human rights norms. The book shows that IHRL evolved as a result of a tension between two forces: A European understanding of international society, based on order, the centrality of the State and a minimalist conception of human rights; and a civil society and UN-promoted, mostly Western, particularly European but broader conception of human rights, based on justice. As such, human rights norms emerge and develop when (some) states’ idea of order meets with advocates’ idea of justice. We are living a historical juncture of shifting tectonic plates with rising nationalism in the Global North, ever growing power in the Global South and a declining presence of Europe in global affairs. The conditions under which IHRL emerged have fundamentally changed and unpacking the factors beneath the international recognition of human rights has never been more pressing. This book will be of key interest to scholars, students and practitioners in human rights law, public international law, international relations, critical legal theory and in European politics.
