The U.S. Congress asked the National Academies to evaluate the Department of Energy's (DOE's) plans for cleaning up defense-related radioactive wastes stored in underground tanks at three sites: the Hanford Site in Washington State, the Savannah River Site in South Carolina, and the Idaho National Laboratory. DOE plans to remove the waste from the tanks, separate out high-level radioactive waste to be shipped to an off-site geological repository, and dispose of the remaining lower-activity waste onsite. The report concludes that DOE's overall plan is workable, but some important challenges must be overcomeâ€"including the removal of residual waste from some tanks, especially at Hanford and Savannah River. The report recommends that DOE pursue a more risk-informed, consistent, participatory, and transparent for making decisions about how much waste to retrieve from tanks and how much to dispose of onsite. The report offers several other detailed recommendations to improve the technical soundness of DOE's tank cleanup plans.

However, nuclear energy and the use of radionuclides for civilian and military purposes lead to extremely long-lived waste that is costly and highly problematic to deal with. Therefore, it is critically important ot understand the environmental implications of radionuclides for ecosystems and human health if nuclear energy is to be used to avoid the impending global energy crisis. The present volume of the EIC Books series addresses this critical need by providing fundamental information on environmentally significant radionuclides. The content of this book was developed in collaboration with many of the authors of the chapters. Given the enormity of the subject the Editor and the Authors had to be judicious in selecting the chapters that would appropriately encompass and describe the primary topics, particularly those that are of importance to the health of ecosystems and humans. Book excerpt: The Hanford Site was established by the federal government in 1943 as part of the secret wartime effort to produce plutonium for nuclear weapons. The site operated for about four decades and produced roughly two thirds of the 100 metric tons of plutonium in the U.S. inventory. Millions of cubic meters of radioactive and chemically hazardous wastes, the by-product of plutonium production, were stored in tanks and ancillary facilities at the site or disposed or discharged to the subsurface, the atmosphere, or the Columbia River. In the late 1980s, the primary mission of the Hanford Site changed from plutonium production to environmental restoration. The federal government, through the U.S. Department of Energy (DOE), began to invest human and financial resources to stabilize and, where possible, remediate the legacy of environmental contamination created by the defense mission. During the past few years, this financial investment has exceeded $1 billion annually. DOE, which is responsible for cleanup of the entire weapons complex, estimates that the cleanup program at Hanford will last until at least 2046 and will cost U.S. taxpayers on the order of $85 billion. Science and Technology for Environmental Cleanup at Hanford provides background information on the Hanford Site and its Integration Project,discusses the System Assessment Capability, an Integration Project-developed risk assessment tool to estimate quantitative effects of contaminant releases, and reviews the technical elements of the scierovides programmatic-level recommendations.

Book excerpt: Across the United States, thousands of hazardous waste sites are contaminated with chemicals that prevent the underlying groundwater from meeting drinking water standards. These include Superfund sites and other facilities that handle and dispose of hazardous waste, active and inactive dry cleaners, and leaking underground storage tanks; many are at federal facilities such as military installations. While many sites have been closed over the past 30 years through cleanup programs run by the U.S. Department of Defense, the U.S. EPA, and other state and federal agencies, the remaining caseload is much more difficult to address because the nature of the contamination and subsurface conditions make it difficult to achieve drinking water standards in the affected groundwater. Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites estimates that at least 126,000 sites across the U.S. still have contaminated groundwater, and their closure is expected to cost at least $110 billion to $127 billion. About 10 percent of these sites are considered "complex," meaning restoration is unlikely to be achieved in the next 50 to 100 years due to technological limitations. At sites where contaminant concentrations have plateaued at levels above cleanup goals despite active efforts, the report recommends evaluating whether the sites should transition to long-term management, where risks would be monitored and harmful exposures prevented, but at reduced costs.

Book excerpt: President Carter's 1980 declaration of a state of emergency at Love Canal, New York, recognized that residents' health had been affected by nearby chemical waste sites. The Resource Conservation and Recovery Act, enacted in 1976, ushered in a new era of waste management disposal designed to protect the public from harm. It required that modern waste containment systems use "engineered" barriers designed to isolate hazardous and toxic wastes and prevent them from seeping into the environment. These containment systems are now employed at thousands of waste sites around the United States, and their effectiveness must be continually monitored. Assessment of the Performance of Engineered Waste Containment Barriers assesses the performance of waste containment barriers to date. Existing data suggest that waste containment systems with liners and covers, when constructed and maintained in accordance with current regulations, are performing well thus far. However, they have not been in existence long enough to assess long-term (postclosure) performance, which may extend for hundreds of years. The book makes recommendations on how to improve future assessments and increase confidence in predictions of barrier system performance which will be of interest to policy makers, environmental interest groups, industrial waste producers, and industrial waste management industry.
