Sunrise industries, such as manufacturers of semiconductors and telecommunications equipment, joined older complainants, including steel and textile producers, in seeking more safeguards against international competitors who priced their products too aggressively or whose governments subsidized exports or protected home markets. In this politically charged atmosphere, the U.S. government has devised increasingly stringent regulatory programs to address the claimed abuses and distortions. In this book, Pietro Nivola examines the strenuous effort to combat the objectionable trading practices of other countries. Through most of the postwar period, Nivola notes, policymakers had deemed it in the nation's economic and strategic interests to tolerate asymmetries and infractions in the international trading order. But that tolerance has been sharply lowered by heightened sensitivity to inequities, and a growing conviction that government should intervene, frequently and forcefully, to ensure a "level playing field." The book maintains that foreign protectionism lower East-West tensions, and alleged American decline in the face of international competition cannot fully explain the stiffening regulation of unfair trade. The world trading system, Nivola contends, is not more restrictive now than it was earlier. Cries about foreign commercial transgressions in recent years have remained shrill despite a formidable U.S. export boom and an improved current account valance. Much of the U.S. regulatory activity has acquired a political momentum of its own. The activity has increased not just because global competitive pressures have generally intensified but because we have developed more ways and inducement to complain about those pressures. The current institutional design is the outcome of the Uruguay round and agreements reached in the ongoing Doha round (begun in 2001). One of the institutional outgrowths of GATT is the World Trade Organization (WT0), created in 1995. In this book, Petros Mavroidis offers a detailed examination of WTO agreements regulating trade in goods, discussing legal context, policy background, economic rationale, and case law. Each chapter examines a given legal norm and its subsequent practice. In particular, he discusses agreements dealing with customs clearance; “contingent protection” instruments, which allow WTO members unilaterally to add to the negotiated amount of protection when a certain contingency (for example, dumping) has occurred; TBT (Technical Barriers to Trade) and SPS (Sanitary and Phyto-sanitary Measures) agreements, both of which deal with such domestic instruments as environmental, health policy, or consumer information; the agreement on Trade Related Investment Measures (TRIM); sector-specific agreements on agriculture and textiles; plurilateral agreements (binding a subset of WTO membership) on government procurement and civil aviation; and transparency in trade relations. Social Welfare Reform examines pivotal changes in social welfare for low-income families in the United States between 1981, the advent of the Reagan administration, and 2008, the end of the G.W. Bush administration. It focuses on the change from the Federal-state open entitlement Aid to Families with Dependent Children (AFDC) program to the time-limited state run Temporary Assistance to Needy Families (TANF) program which Congress authorized with passage of the Personal Responsibility and Work Opportunity Act of 1996. The book also focuses on the development of the Earned Income Tax Credit (EITC) program, enacted in 1975 against the backdrop of failed efforts to nationalize AFDC which aimed at providing a basic income to all poor families, but which blossomed with continued bipartisan support in the 1990s. This book also explores alternative strategies to assist low-income families, including job training programs. It present original research on the educational and economic well-being of youth from low-income families who participated in government sponsored job training programs in the late 1970 and early 1980s. The book seeks a middle ground between general and technical social policy texts. It provides more depth than is available in the more general social policy texts. Further, while the more comprehensive texts often rely on government documents and reports relying on Current Population Survey data to profile program use, this book relies on panel data from the National Longitudinal Surveys and presents original research that builds upon prior related research and scholarship about the role of the federal government in social welfare provisioning in general and AFDC/TANF and EITC use in particular and on school-to-work transition programs. It presents related technical material in a narrative style better suited to professionals and policy makers who may lack expertise in quantitative analysis.
