Suburbanizing the Masses examines how collective forms of transport have contributed to the spatial and social evolution of towns and cities in various countries since the mid nineteenth century. Divided into two sections, the volume develops first the classic tradition on transport and the city, public transport's 'impact' on urban development. The contextualisation of transport is one important factor in the historical debates surrounding urban development. As well as analysing the discourse employed by urban political and business elites in favour of public transport, these contributions show the degree to which practice often fell short of ideals. The second section tackles the professional paradigms of urban transport: the circulation of traffic in cities and the technological modes appropriate to its realization. In particular these contributions explore the paradigms held by professional planners and managers, and the political classes associated with them. From a variety of perspectives Suburbanizing the Masses demonstrates the continuing relevance of socio-historical inquiry on the relationship between public transport and urban development. By differentiating between the many roles of urban transport in the nineteenth century, it confirms that public transport was not directly linked to urban growth, and instead often had only a limited effect on the wider urban structure. Suburbanizing the Masses forces a reassessment of the received historiography that maintains cheap public transport was essential to the spectacular growth of cites in the nineteenth century.

Book excerpt: In this book fourteen large metropolitan economies are examined to show how industrial composition and jobs have changed in central cities and suburbs since 1970. Driven by the shift in emphasis from goods toward services, both central cities and suburbs have undergone dramatic changes. The analysis shows that many large central cities have experienced wrenching transformations as a result of low growth or declines in employment and population. However, these cities have continued to be the focal point of economic activity within the metropolis, becoming more narrowly specialized in high-level services, which have yielded higher average earnings. These cities are becoming increasingly dependent on commuting suburbanites for their experienced and educated labor force. In the suburbs, the cumulative effect of continuous growth since World War II has brought a different sort of transformation. The composition of employment has broadened, with sharp increases in commuting from areas outside the suburbs. Major new centers of business, consumer, and social services have developed, giving rise to agglomeration economies and posing new challenges to the social and economic structure of the central city. The book also examines employment opportunities in central cities and in suburbs with special emphasis on jobs for blacks, women, and young workers. Analysis reveals the increasing importance of educational qualifications and the role of part-time work and focuses on the problems central city blacks face in gaining employment. The prospects for city dwellers seeking suburban jobs are often limited by housing and transportation restrictions. The book closes with a critical review of suggested policy alternatives that might increase access to employment for these workers.

In the first passage, the term “suburbanization” will be explained as well as the corresponding reasons and consequences. In the following, the mobility behavior which is highly shaped by suburbanization will be illustrated. Thereby, the actions of some American cities to speed up the reurbanization, using projects concerning the local public transport, and to improve the housing situation in the long run will be examined. Furthermore, the fight against the reasons for the suburbanization, with the integration of ethnic minorities leading the way, will be thematized. This process will be explained in chapter four. The topic is still of current interest: cities and communities, but also the whole population are forced to change their thinking due to growing demands on the protection of the environment and species as well as increasing prices for commodities (especially oil in that context). Long trips to work, in many cases caused by the suburbanization, are no longer affordable. They demand a high time budget that cannot be brought into accordance with the new trend to an ecological lifestyle.
