My own inventions connected with submarine mining are perhaps noticed too prominently, but it was necessary to illustrate the various and necessary contrivances by some special patterns, and it not unfrequently occurred that I was compelled to describe my own patterns or none at all, the Government gear being treated as secret and confidential. For a similar reason, it being impossible to indicate the defects of our service arrangements with precision, I have been compelled to attack their intricacy in general terms only. On matters connected with the personnel and the purchase of stores, however, it has been possible to go into detail; and if some of the remarks appear to be harsh, my excuse must be that the subjects required it. Minced language is not a desirable form of expression when the writer believes that the efficiency of an important item in National Defence is at stake. A thorough understanding of environmental variability greatly increases the likelihood of mission success. To ensure that naval forces have the most up-to-date capabilities, the Office of Naval Research (ONR) has an extensive environmental research program. This research, to be of greatest use to the warfighter, needs to be directed towards assisting and solving battlefield problems. To increase research community understanding of the operational demands placed on naval operators and to facilitate discussion between these two groups, the National Research Council's (NRC) Ocean Studies Board (OSB), working with ONR and the Office of the Oceanographer of the Navy, convened five previous symposia on tactical oceanography. Oceanography and Mine Warfare examines the following issues: (1) how environmental data are used in current mine warfare doctrine, (2) current procedures for in situ collection of data, (3) the present capabilities of the Navy's oceanographic community to provide supporting information for mine warfare operations, and (4) the ability of oceanographic research and technology developments to enhance current mine warfare capabilities. This report primarily concentrates on the importance of oceanographic data for mine countermeasures.

The effectiveness of the submarine mine has not decreased with the coming of the space age. So long as cargo ships cross the sea, this unspectacular weapon will remain a major factor in control of the approaches to harbors, and the shallow straits between seas. Robert Duncan has devoted most of his adult life to the generation and augmentation of competence in the application of growing science to the design, production, and use of mines for the U.S. Navy. He joined the staff of the Naval Ordnance Laboratory before it was known by that name, but in time to capitalize on the experience of the Navy with mines in World War I. He provided the technical leadership which was an important factor in keeping the art and science of mining alive in the Navy in the days of the depression. By so doing, he provided a basis for a hundredfold expansion of the Navy's effort previous to and during World War II. The hundreds of technical people who had the privilege of joining in this effort under Dr. Duncan's leadership will be happy to see this accurate and factual record of achievement. The experience recorded between these covers will serve as a guide to those still engaged in the development of this type of weapon, and the achievements made during World War II will be an inspiration to any who might be responsible for again expanding our national effort in mining, should the occasion arise. Book excerpt: Excerpt from Notes on Torpedoes, Offensive and Defensive The following pages on the subject of submarine mines have been compiled from the various papers which have been drawn up, and experiments which have been made during the last three or four years in the course of instruction carried on at the School of Military Engineering, Chatham. The object in view has been to put the officers and men instructed in possession of a hand-book, to which they may refer should they, at any future time, be called upon to put in practice what they have learned. The course of instruction has now been so far perfected, in conformity with certain principles deduced from practical trial, that the system taught might at any time be adopted for actual service, and as improvements are made, they may, from time to time, be introduced. A great deal of valuable information has been derived from Captain Harding Stewards very interesting "Notes on Submarine Mines," which was perhaps the first practical work ever published on this subject. Lieutenant S. Anderson, R. E., assistant instructor in telegraphy and submarine mining, at Chatham, and Lieutenants O. Chadwick, H. Jekyll, J. T. Bucknill, R. F. Moore, and R. Y. Armstrong, R. E., who have been temporarily attached at various periods to the School of Submarine Mining, have been indefatigable in carrying on numerous experiments, with a view to perfecting our system, and to them a great deal of credit is due. Finally, we have had the benefit of the valuable series of experiments carried on, and of the information collected, by the floating obstruction committee, of which Lieutenant-Colonel Fisher, C. B., R. E., and F. Abel, esq., F. E. S., chemist to the war department, were members. These officers have, moreover, contributed personally much valuable information, of which, in carrying on the experiments of the above-mentioned committee, they had become possessed. Captain W.Dawson, R. N., late secretary to the floating obstruction committee, has very kindly looked over Chapters XIV and XV, on "Clearing Channels of Submarine Mines" and "Locomotive Torpedoes," and Commander F. Harvey, R. N., has been good enough to furnish information for the description of his sea torpedo. Commander Harvey is about to publish a book giving a description of his torpedo, in which any further details concerning it will be found.
