The regime in North Korea exhibits three characteristics: it is a totalitarian dictatorship governed by the sole leadership of the suryǒng , who stands above the Workers’Party of Korea (WPK) and the state; the regime, as one of the world’s most highly centralized and planned economies, has advocated self-reliance and the monopoly of all means of production by the state and cooperative organizations; and the state uses the concept of Grand Socialist Family which requires absolute obedience of people to the suryǒng , who is considered the father of a family. These traits engendered a peculiar form of social structure unprecedented in any other socialist country. As it had to do under Kim Jong-il, North Korea under Kim Jong-un must engage in some degree of reform and opening to improve its economy and ensure the regime’s survival. Fortunately, events preceding Kim’s succession in 2011 provide useful insights about future potential succession issues in North Korea, and elite politics in North Korea more generally. To understand how Kim Jong Il enabled his son’s succession and consolidation, we therefore need to study how he manipulated intra-elite power relations within the regime. The authors address this topic by analyzing how Kim Jong Il manipulated elites through invitations to public leadership events. Kim Jong Il significantly increased the prominence of civilians within the regime through these events. This facilitated Kim Jong Un’s succession by enabling him to implement his preferred policies and preventing the military acting as a veto-player who could act against his wishes or even turn the young leader into their puppet. The final section examines the implications of the paper's findings for contemporary North Korean leadership politics.

Based on "inclusive politics" and an "honor-power sharing" arrangement, Kim Jong Il's's balancing act has effectively reduced factional cleavages that might otherwise have crippled the hereditary succession plan. The "honor-power sharing" arrangement-which gives honors to the older elites and real power to younger elites has secured the loyalty of both the old guard and younger hopefuls. As long as Kim Jong Il's's balancing act works and internal solidarity remains firm, the new regime could survive for a prolonged period. If the balance breaks down, Pyongyang's power circle will slip into a centrifugal spiral, followed by power struggles among rival factions and the eventual collapse of the regime.
