Book excerpt: In Sri Lanka, the Free Trade Zone (FTZ) employs thousands of unmarried rural women, and their migration has aroused deep anxieties over female morality and ideal conduct. This book focuses on the global factory workers based in the FTZ, and analyzes intersections of gender, class and sexuality by looking at the sexual lives and struggles of the female workers. Exploring the alternative sexual world created by Sri Lanka’s female global factory workers who engage in practices—such as premarital sex, unmarried cohabitation, and, to a lesser extent, lesbianism—that mainstream Sinhalese Buddhist culture considers taboo, the author demonstrates that the articulations of good and bad women in relation to sexual behavior has rendered global workers’ sexual lives "unutterable," leading to zones of silence, contradictory articulations and performances. Taking the reader into the forbidden zones of sexual discourses, choices, acts, and texts enacted and expressed in visible arenas yet remain unseen, unread or misread by onlookers, the book critically investigate how cultural, economic and political processes are implicated in the construction and expression of working class female sexualities. An important contribution to the field of gender studies, the book addresses issues surrounding sexuality, particularly how it is shaped by global production networks as well as patriarchal nationalist projects. Based on extensive field research and an original dataset on conflict-related SGBV, Davies and True show how reporting is significantly constrained by a variety of factors, including normalized gendered violence as well as political dynamics affecting local civil society, humanitarian, and international organizations. They address the real-world limitations of data collection and argue that these constraints reinforce a culture of silence and impunity that perpetuates SGBV and permits governments to abrogate their responsibility for this violence.

The assessment of three loans in Sri Lanka found that positive gender equality results were achieved due to the implementation of gender action plans and provisions. Gender action plans were effective tools for ensuring that both women and men participated in and benefited from projects. Gender equality results and gender action plans contributed directly to achieving loan outcomes and improved project effectiveness. This report then discusses the gender equality results achieved for each project, summarizes factors that enhanced the quality of project design and implementation, and makes recommendations to maximize gender equity as a driver of change.

But what changes to intensity and type of violence occur during different phrases of conflict intensity? Is reporting consistent across different conflicts and different regional experiences of conflict-related SGBV? This book examines different conflict situations in Africa, Latin America, the Middle East, and Asia over the past decade, 2010–2020. The chapters in the book use a mixed-method approach to explore the patterns of violence in situations of one-sided violence, state-led violence, non-state-led violence, low intensity violence, terrorism and fragility. They investigate the trajectory of international and prevention efforts, and the development of country-level responses to reports of sexual and gender-based violence in these various conflict situations. The book explains how and why these responses were mobilised in response to reports and considers the conditions for effective reporting in real time considering the patterns and the structural root causes of the violence.

In this paper, we explore the economic consequences of violence against women in sub-Saharan Africa using large demographic and health survey data collected pre-pandemic. Relying on a two-stage least square method to address endogeneity, we find that an increase in the share of women subject to violence by 1 percentage point can reduce economic activities (as proxied by nightlights) by up to 8 percent. This economic cost results from a significant drop in female employment. Our results also show that violence against women is more detrimental to economic development in countries without protective laws against domestic violence, in natural resource rich countries, in countries where women are deprived of decision-making power and during economic downturns. Beyond the moral imperative, the findings highlight the importance of combating violence against women from an economic standpoint, particularly by reinforcing laws against domestic violence and strengthening women’s decision-making power.
