Pope examines the way of life that developed in seventeenth-century Newfoundland, where settlement was sustained by seasonal migration to North America's oldest industry, the cod fishery. The unregulated English settlements that grew up around the exchange of fish for wine served the fishery by catering to nascent consumer demand. The English Shore became a hub of transatlantic trade, linking Newfoundland with the Chesapeake, New and old England, southern Europe, and the Atlantic islands. Pope gives special attention to Ferryland, the proprietary colony founded by Sir George Calvert, Lord Baltimore, in 1621, but later taken over by the London merchant Sir David Kirke and his remarkable family. The saga of the Kirkes provides a narrative line connecting social and economic developments on the English Shore with metropolitan merchants, proprietary rivalries, and international competition. Employing a rich variety of evidence to place the fisheries in the context of transatlantic commerce, Pope makes Newfoundland a fresh point of view for understanding the demographic, economic, and cultural history of the expanding North Atlantic world.

Book excerpt: Men and boys of Newfoundland's north East Coast always looked forward to the coming of March. It was sealing or swilin' time. Seal meat would give some reprieve to `the long and hungry month of March by which time the family food store was very low. At this time of the year, sealing provided the only opportunity to obtain fresh meat and the pelts brought long awaited cash. Shannon Ryan was bo and bred in Riverhead, Harbor Grace, the one time home of the great sealing industry. He attended secondary school in his home community and later received an education degree from Memorial University. After spending several years teaching in Newfoundland he taught for two years at ranking inlet in North West Territories. In the late 1960's he retu ed to university and later obtained a M. A. in history at Memorial University. He has done extensive research on the Newfoundland seal and cod fisheries and has spent one summer doing fisheries research in Norway. Larry Small was bo and reared in Morton's Harbor, Notre Damme Bay. He killed his first whitecoat at the age of fifteen: the gaff was a dogwood selected from the woods by his father and the hook crafted by the community blacksmith. He attended the one room Methodist school in Morton's Harbor and later took up studies at Memorial University. During his BA at Memorial he came under the influence of the inte ationally known scholar, Herbert Halpert, who inspired him to study for an MA degree of folklore and folklife at the University of Pennsylvania. All of his field research has been in Newfoundland outporting community's where he has done extensive work on various aspects of talk among fishermen. Since 1974 he has been teaching in the department of Folklore at Memorial University.

A special transcription system conveys to the reader the accents and rhythms of each performance, and the endnote to each tale features an analysis of the narrator’s language. In addition, Newfoundland has preserved many aspects of English and Irish folk tradition, some of which are no longer active in the countries of their origin. Working from the premise that traditions virtually unknown in England might still survive in active form in Newfoundland, the researchers set out to discover if this was in fact the case.

His areas of research and publication are Newfoundland fisheries history and Newfoundland oral history. By 1814 the community of Newfoundland had become the beneficiary of a major British economic enterprise-the salt fish industry. Recognition of Newfoundland's status as a crown colony soon to follow and with the granting of responsible gove ment by the mother country in 1855 Newfoundland's political status was among the most advanced in the Empire. However the colony's salt fish trade continued to operate within the network established and maintained by Great Britain and it became increasingly evident that political independence was not to be accompanied by commercial independence. Newfoundland's history during the period from 1814 to 1914 is an important part of the history of North Atlantic Commerce in general and British Commerce in particular. It is also the story of the colony's efforts to grow politically and culturally in the context of the commercial realities of its saltfish trade.

Book excerpt: In the early 1990s, the northern cod populations off the coast of Newfoundland had become so depleted that the federal government placed a moratorium on commercial fishing. The impact was devastating, both for Newfoundland's economy and for local fishing communities. Today, although this natural resource – exploited commercially for over 500 years – appears to be returning in diminished numbers, many fisheries scientists and fishers question whether the cod will ever return to its former abundance. In A Fishery for Modern Times, Miriam Wright argues that the recent troubles in the fishery can be more fully understood by examining the rise of the industrial fishery in the mid-twentieth century. The introduction of new harvesting technologies and the emergence of 'quick freezing', in the late 1930s, eventually supplanted household production by Newfoundland's fishing families. While the new technologies increased the amount of fish caught in the northwest Atlantic, Wright argues that the state played a critical role in fostering and financing the industrial frozen fish sector. Many bureaucrats and politicians, including Newfoundland's premier, Joseph Smallwood, believed that making the Newfoundland fishery 'modern', with centralization, technology, and expertise, would transform rural society, solving deep-seated economic and social problems. A Fishery for Modern Times examines the ways in which the state, ideologies of development, and political, economic, and social factors, along with political actors and fishing company owners, contributed to the expansion of the industrial fishery from the 1930s through the 1960s. While the promised prosperity never fully materialized, the continuing reliance on approaches favouring high-tech, big capital solutions put increasing pressure on cod populations in the years that followed. As Wright concludes, 'We can no longer afford to view the fisheries resources as "property" of the state and industry, to do with it as they choose. That path had led only to devastation of the resource, economic instability, and great social upheaval.'

However while its place in the economy declined, the seal fishery left an indelible imprint on Newfoundland's culture and identity. This study, with its tables, maps and illustrations, examines the history of the Newfoundland seal fishery from its origins up to 1914, ranging in scope from the life of the hunter on the ice flows to the demands of the consumer in the market place. Shannon Ryan was bo in riverhead, Harbor Grace, Newfoundland, and educated at Memorial University of Newfoundland (BA Ed, BA, and MA) and the University of London (PH). He worked for nine years as a schoolteacher and principal and in 1971 he was appointed to the faculty of History. His publications and presentations are in the fields of Newfoundland, Maritime, fisheries and oral history. He served as president of the Newfoundland Historical society during 1984-1988, as Newfoundland's representative on the Social sciences and humanities research council of Canada during 1989-1993 and was elected a fellow of the Royal society in 1988.

When it collapsed in 1992, many pointed to failures in management, such as uncontrolled harvesting, as likely culprits. Managed Annihilation makes the case that the idea of natural resource management itself was the problem. The collapse occurred when the fisheries were state-managed and still, two decades later, there is no recovery in sight. Although the collapse raised doubts among policy-makers about their ability to understand and control nature, their ultimate goal of control through management has not wavered and has been transferred from wild fish to fishermen and farmed cod.
