Neither the history of Western Asia, nor that of Eastern Europe, can be fully understood without knowledge of the history of the Ottoman Empire. The question is often raised of whether or not economic thinking can exist in a non-capitalistic society. In the Ottoman Empire, like in all other pre-capitalistic cultures, the economic sphere was an integral part of social life, and elements of Ottoman economic thought can frequently be found in amongst political, social and religious ideas. Ottoman economic thinking cannot, therefore, be analyzed in isolation; analysis of economic thinking can reveal aspects of the entire world view of the Ottomans. Based on extensive archival work, this landmark volume examines Ottoman economic thinking in the classical period using three concepts: humorism, circle of justice and household economy. Basing the research upon the writings of the Ottoman elite and bureaucrats, this book explores Ottoman economic thinking starting from its own dynamics, avoiding the temptation to seek modern economic theories and approaches in the Ottoman milieu.

How much can the enormous fiscal archive of the Ottoman Empire tell us about population history? Why was the Middle East so backward, if indeed it was, compared with the rest of the Afro-Asian world in the nineteenth century? Have Iran and Iraq better prospects for economic growth than otherwise comparable countries thanks to their oil royalties? Or are these paradoxically a hindrance rather than a help? The study of the economic history of the Middle East in Islamic times is notoriously underdeveloped. This volume contains papers discussed at an international conference held at the School of Oriental and African Studies in 1967, together with three short critical essays which attempt to tie them together. Some papers are specific contributions to research, others survey wider areas. The volume is not a comprehensive history or a systematic inventory, but it is hoped that, in addition to presenting a set of papers which are interesting in themselves, it will give the reader a tolerable idea of the state of studies in the field.

At the same time the volume aims to illuminate Ottoman imperial institutional forms and norms as they existed in the high imperial era before the rapid change and transformation associated with late imperial times when the empire was more exposed both to global economic forces and external political pressures. This concentration on the relatively stable conditions that prevailed in the empire throughout the bulk of the early modern era (ca. 1450-ca. 1750) provides the reader with an opportunity to assess Ottoman institutional development and observe social and economic organization in their relatively 'pure' state before the double impact of industrialization and increasing Westernization in the late nineteenth century.

These encompassed the demography, society and economics of the various ecological groups of the population. The articles in this volume present different aspects of this long and complex process. Schmelz and Ruth Kark, focuses on demographic and urban developments. the second, with articles by Ya'akov Firestone and Yossi Ben-Artzi, offers various views of changes in the village and in agriculture in Palestine. The third part, containing articles by Shmuel Avitsur, Walter Pinhas Pick, Nachum T. Gross and Alex Carmel, covers several areas in the historical development of the industrial and services branches. Finally, the articles in the fourth section, by Oded Peri, Gabriel Baer and Clinton Bailey, examine questions in the sphere of fiscal developments. Brummett shows that the development of seapower was crucial to this endeavor, enabling the Ottomans to subordinate both Venice and the Mamluk kingdom to dependency relationships and providing the Ottoman ruling class access to commercial investment and wealth.
