It analyses college graduates’ mobility in both horizontal and vertical dimensions. The horizontal dimension shows college students’ migration directions and location changes, including migration for college, migration for employment, migration for grassroots positions, migration away from the capital and migration back to their hometown. The vertical dimension includes students’ intergenerational occupational mobility and intergenerational regional mobility. Book excerpt: The U.S.-China educational exchange began auspiciously after a 30-year hiatus in 1978 when Chinese leader Deng Xiaoping announced his strategic decision to send 5,000 students and scholars from China each year to further their education. 1 Then-U.S. President Jimmy Carter famously responded, “Tell him to send 100,000.” This was the launch of educational exchange as a core pillar of the U.S.-China relationship. Until the 40th anniversary of the normalization of U.S.-China relations and U.S.-China educational exchange in 2019, there was general agreement that the exchange of students and scholars benefited both countries. There was recognition that the enormous increase in personal interaction and friendships — and knowledge about each other’s society, culture, economy, and government — strengthened understanding, trust, and cooperation. At a time when U.S.-China relations are at its lowest point since the normalization of relations, the benefits of educational exchange are being questioned, if not under assault. Few could have predicted that Chinese students would be weaponized by both sides, caught up in the political and security disputes between the two governments. A trade war, political tensions, concerns about academic espionage and influence operations, rising incidents of anti-Asian hate, and a global pandemic have created a perfect storm to stir up distrust as well as retaliatory measures that restrict student mobility on both sides of the Pacific. After years of fast growth, the number of Chinese students and researchers coming to the U.S. has slowed. China is still the largest source of international students in the U.S., accounting for about one-third of the total, but America’s appeal is weakening. Is this shift toward declining numbers an overdue correction to better protect America against academic espionage and influence operations and prevent China from capitalizing on American know-how to accelerate its own progress? Or is this decline in numbers an unnecessary and damaging hit on American universities’ preeminent position in global higher education and its open science model, leading to loss of U.S. competitiveness and international prestige? This report more broadly, is an attempt to discern the benefits, risks, and challenges of U.S.-China educational exchange and determine how educational exchange can advance the interests of both the U.S. and China going forward.

Chinese higher education institutions (HEIs) host about 492,185 international students in 2018, sharing 10 percent of globally mobile students. The purpose of the study was to promote understanding of factors that influence international students choose to earn academic degree in Chinese HEIs. The econometric approach was applied to identify factors that influence international student mobility in China. The total inflow of international students, the inflow of students from both developing and developed countries, and international students with undergraduate, master's and doctoral academic programs are taken as predicted variables. The political, economic, academic, socio-cultural factors were chosen as explanatory variables. From the sample data of 60 countries of origin, our data covers more than 89% of total international students earn academic degrees in Chinese HEIs during the period 2007 to 2016. The results indicated some differences in determinants of undergraduate students, master's students and doctoral students from developing and developed countries choose to study in China. The economic development level between China and the countries of origin and their bilateral trade relations are important economic factors that affect international students, and the impact on undergraduate students is more significant. The Chinese government scholarship policies and mutual recognition of academic degrees have been effectively promoted inward international students. Compared with undergraduate students, the academic ranking of Chinese universities has more significant influences on master's students and doctoral students. The geographical distance and cultural distance between China and the countries of origin are important social and cultural factors. International students from developed countries are more influenced by cultural distance factor.

In addition countries such as Singapore, Malaysia and Hong Kong are becoming “education hubs” and are proposing to attract international students. Over 42% of international students come from Asia and this is predicted to continue with the strong presence of students from China, India, Korea and Japan continuing. A younger population, a growing middle class and shortages of quality education providers in the Asia Pacific region means that this mobility will be a feature of the future. This book explores questions around the mobility of international students in the context of the global economy and an increasingly competitive trans-national education market. It also explores questions about the experience of international students principally from the Asia Pacific region at a time of increased global insecurity and growing hostile reactions to foreigners in the post September 11th era. This book emerges from empirical work from several research projects funded by the World Bank and several community projects to support international students. The focus is also on the way in which student mobility promotes growing connection within the Asia Pacific, as well as other regions, and provides the foundations for new notions of global citizenships.

Book excerpt: This book investigates the changing opportunities in higher education for different social groups during China’s transition from the socialist regime to a market economy. The first part of the book provides a historical and comparative analysis of the development of the idea of meritocracy, since its early origins in China, and in more recent western thought. The second part then explores higher education reforms in China, the part played by supposedly meritocratic forms of selection, and the implications of these for social mobility. Based on original empirical data, Ye Liu sheds light on the socio-economic, gender and geographical inequalities behind the meritocratic façade of the Gaokao (高考). Liu argues that the Chinese philosophical belief in education-based meritocracy had a modern makeover in the Gaokao, and that this ideology induces working-class and rural students to believe in upward social mobility through higher education. When the Gaokao broke the promise of status improvement for rural students, they turned to the Chinese Communist Party and sought political connections by actively applying for its membership. This book reveals a bleak picture of visible and invisible inequality in terms of access to and participation in higher education in contemporary China. Written in an accessible style, it offers a valuable resource for researchers and non-specialist readers alike.

Through the application of the push-pull model as a conceptual framework (Altbach, 1998; Mazzarol & Soutar, 2002), this study explores the factors that motivate Canadian exchange students to study in China. Semi-structured interviews were conducted with 14 non-Chinese spoken Canadian exchange students from 9 universities. The findings reveal that both push and pull factors affect students’ decisions to study in China. The key push factors are learning the Chinese language and culture and personal growth; the primary pull factors are China’s potential for economic development, future opportunities, and the availability of exchange programs. This study provides stakeholders with insights into designing exchange programs targeted to students’ needs and developing marketing strategies to attract Canadian international students

From a policy perspective, it is important to understand the underlying causes of those correlations. Educational policy changes may have significant impacts on intergenerational mobility. The last several decades have witnessed a remarkable expansion of higher education around the world. In this paper, we examine the effect of higher education expansion on intergenerational mobility in China. We find that the higher education expansion in China has weakened the advantage of cadres' children in higher education participation, and has strengthened the intergenerational educational correlation. One explanation for these results might be that, along with the process of economic reform started in 1979, the cadre selection mechanism has placed more and more weight on candidate's education and abilities.
