A conflict between such peer competitors would likely become a protracted war of attrition drawing on all dimensions of national power, but this reality has yet to receive a sufficient degree of analytical attention. In this Adelphi book, Iskander Rehman provides a historically informed and empirically grounded study of protracted great-power war, its core drivers and characteristics, and an examination of the elements that have most often determined a competitor’s long-term strategic performance. Final victory in a protracted conflict, this book argues, rests on a combination of three core factors: a state’s military effectiveness and adaptability, its socio-economic power and resiliency, and the soundness of its alliance management and grand strategy. A detailed analysis of the contemporary Sino-US rivalry assesses how both parties might fare in the event of a protracted war, while highlighting some of its key differentiating aspects – most notably its nuclear and cyber dimensions.

Passed in 1920, the Jones Act restricts the waterborne transport of cargo within the United States to vessels that are U.S.-flagged, U.S.-crewed, U.S.-owned, and U.S.-built. Meant to bolster the U.S. maritime sector, this protectionist law has instead contributed to its decline. As a result, today’s U.S. oceangoing domestic fleet numbers fewer than 100 ships. Beyond leaving a shrunken and uncompetitive maritime sector in its wake, the law has also inflicted considerable damage on the broader U.S. public that range from higher transportation costs to increased pollution. The chapters in The Case against the Jones Act delve into some of the act’s founding myths and the false narrative its supporters have helped to perpetuate. The book evaluates the law’s costs, assesses its impact on businesses, consumers, and the environment, and offers alternatives for a way forward. The Jones Act’s failures reveal that the status quo is untenable. The expansion of the NTIB is based on the principle that defense trade between the United States and its closest allies enables a host of benefits, including increased access to innovation, economies of scale, and interoperability. In order to reap the greatest benefits of a new era of NTIB, this report uses the lessons learned from study of the present state of integration to identify areas of opportunity for policy reforms and greater cooperation.

Book excerpt: The United States’ National Technology and Industrial Base (NTIB) is a congressionally-mandated policy framework that is intended to foster a defence free-trade area among the defence-related research and development sectors of the United States, Canada, Australia and the United Kingdom. To date, however, the NTIB has only managed to facilitate limited bilateral cooperation between some members, falling well short of its goal. The US defence export control regime is one of the biggest barriers to NTIB integration. Specifically, bureaucratic fragmentation, its failure to treat trusted allies differently from other partners and its leaders’ reluctance to attempt politically costly reform are significant barriers to progress. Canberra’s ability to maintain its own competitive military advantage and to serve as an effective ally of the United States in the Indo-Pacific is threatened by real and growing opportunity costs in an age of rapid strategic and technological change that Australia and Australian industry face as a result of slow NTIB implementation. Australian leaders should elevate NTIB progress to the political level and accelerate efforts to make a strategic case in Washington as to why extensive and ambitious implementation of NTIB’s original vision is urgently needed.
