Air University was established to develop our Air Force leaders as they prepare for the future. In support of that mission, we at Air University are committed to the exploration of ideas that foster engagement and growth within the defense community. This strategic journal is part of a larger set of initiatives designed to ensure that the ideas that are part and parcel of our national security debate do not become stagnant. The most recent Quadrennial Defense Review described four strategic challenges that our nation faces: traditional, irregular, disruptive, and catastrophic. Our national security apparatus must transform to meet all of these challenges, and much of that transformation will require new ideas, organizations, and relationships among members of the military, government, and academia. Our vision is for SSQ to become an effective forum to foster those ideas and relationships.

For over six decades, these three competing narratives, built on contrary philosophical traditions, have been the basis for contending positions regarding U.S. nuclear policy-ranging from advocacy for complete global nuclear disarmament to advocacy for the maintenance of robust U.S. nuclear capabilities for deterrence. Each of these three different narratives is based on different speculative expectations about developments in the international system and future patterns of human behavior. Given the inherent uncertainties about future developments in the international system and human behavior, none of these narratives can be deemed to objectively correct, or certainly wrong. They may, nevertheless, be judged to entail different levels of prudence for U.S. and allied security"--

Why do nations faced with the prospect of large-scale conventional war opt for or against an offensive strategy? John J. Mearsheimer examines a number of crises that led to major conventional wars to explain why deterrence failed. He focuses first on Allied and German decision making in the years 1939–1940, analyzing why the Allies did not strike first against Germany after declaring war and, conversely, why the Germans did attack the West. Turning to the Middle East, he examines the differences in Israeli and Egyptian strategic doctrines prior to the start of the major conventional conflicts in that region. Mearsheimer then critically assays the relative strengths and weaknesses of NATO and the Warsaw Pact to determine the prospects for conventional deterrence in any future crisis. He is also concerned with examining such relatively technical issues as the impact of precision-guided munitions (PGM) on conventional deterrence and the debate over maneuver versus attrition warfare.Mearsheimer pays considerable attention to questions of military strategy and tactics. Challenging the claim that conventional detrrence is largely a function of the numerical balance of forces, he also takes issue with the school of thought that ascribes deterrence failures to the dominance of "offensive" weaponry. These disruptions range from strikes and street protests to riots and civil disobedience to revolution. In War, States, and Contention, Tarrow shows how such movements sometimes trigger, animate, and guide the course of war and how they sometimes rise during war and in war's wake to change regimes or even overthrow states. Tarrow draws on evidence from historical and contemporary cases, including revolutionary France, the United States from the Civil War to the anti–Vietnam War movement, Italy after World War I, and the United States during the decade following 9/11.In the twenty-first century, movements are becoming transnational, and globalization and internationalization are moving war beyond conflict between states. The radically new phenomenon is not that movements make war against states but that states make war against movements. Tarrow finds this an especially troublesome development in recent U.S. history. He argues that that the United States is in danger of abandoning the devotion to rights it had expanded through two centuries of struggle and that Americans are now institutionalizing as a "new normal" the abuse of rights in the name of national security. He expands this hypothesis to the global level through what he calls "the international state of emergency."
