Book excerpt: The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation's vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

Measures to deal with the vulnerability problem include: increasing oil purchases for the Strategic Petroleum Reserve; providing incentives for private stockpiling; and developing emergency preparedness plans. This does not mean that we should delay current measures to reduce overall import dependence, such as the decontrol of oil and gas prices. But we must focus more clearly on the vulnerability problem itself as the most critical short-term energy issue for the United States and our allies. Only if we are prepared to weather oil supply disruptions in the next few years will we be able to devise longer-term solutions to our energy problems.

Book excerpt: Congress authorized the Strategic Petroleum Reserve (SPR) in the Energy Policy and Conservation Act (EPCA, P.L. 94-163) to help prevent a repetition of the economic dislocation caused by the 1973-1974 Arab oil embargo. The program is managed by the Department of Energy (DOE). Physically, the SPR comprises five underground storage facilities, hollowed out from naturally occurring salt domes in Texas and Louisiana. EPCA authorized drawdown of the Reserve upon a finding by the President that there is a "severe energy supply interruption." Congress enacted additional authority in 1990 (Energy Policy and Conservation Act Amendments of 1990, P.L. 101-383), to permit use of the SPR for short periods to resolve supply interruptions stemming from situations internal to the United States. The meaning of a "severe energy supply interruption" has been controversial. A spike in crude and product prices often stirs calls to use the SPR. However, the statute intends use of the SPR only to ameliorate discernible physical shortages of crude oil. The dynamics of world oil markets, and price sensitivity to planned or unplanned events that temporarily reduce production from the refining sector, have added new dimensions and complexities to decision making on when to fill and to use the SPR. The capacity of the SPR is 727 million barrels, and it currently holds about 698 million barrels of crude oil. In addition, a Northeast Heating Oil Reserve (NHOR) holds 2 million barrels of heating oil in above-ground storage. The SPR could be drawn down initially at a rate of 4.3 million barrels per day (mbd) for up to 90 days; thereafter, the rate would begin to decline. At issue in recent years has been whether SPR capacity should be expanded and whether the reserve should continue to be filled.

To provide this protection, however, DOE must be able to offset the supplies lost by quickly drawing down SPR oil from its storage sites and distributing it to purchasers. At the request of the Chairman of the Environment, Energy, and Natural Resources Subcommittee of the House Committee on Government Operations, GAO examined DOE's SPR drawdown plans. Specifically, GAO was asked to (1) review DOE's current and planned capability for removing the oil from SPR sites and getting it to users through oil distribution networks, (2) examine the SPR's compliance with pipeline safety requirements, and (3) determine the status of DOE actions to correct problems GAO had previously reported.
