Book excerpt: Since the 1970s global rule-making with respect to international trade has increased in importance. Political and academic attention has been focused either on global institutions like the IMF, the World Bank, the WTO and UN organisations, or on regional blocs like the EU or NAFTA. As negotiations take place in different international arenas, these arenas themselves take on added strategic significance, with agendas pursued and switched from one arena to another, should one route be blocked. While dominant actors have sought to use arena switching to their advantage, subordinate actors have begun to reactivate alternative arenas of negotiation in order to pursue their different agendas. This book employs a multi-level and multi-arena perspective to analyze global rule-making in international trade. It explains why actors - both state and non-state actors - prefer particular arenas. It also addresses the question of which institutional designs serve the aims of specific groups best and how the rules of the different arenas are related.

PTAs are the new reality of the global trading system. Pursued by both developed and developing countries, they increasingly incorporate labor and environmental issues to prevent a race to the bottom in social regulation and counter-protectionism. Using principal-agent theory to explore why US PTAs have stricter social standards than those signed by the EU, Postnikov argues that the level of institutional insulation of trade policy executives from interest groups and legislators determines the design of social standards. In the EU, where institutional insulation is high, social standards mirror the normative preferences of the European Commission leading to a softer approach. In the US, where such insulation is low, social standards are driven by interest groups and legislators they control, resulting in a stricter approach. This book shows that both approaches can be effective but work through different causal mechanisms. To test his argument, Postnikov draws on original data collected in Brussels, Washington, Santiago, Bogota, and Seoul. Gabriel Siles-Brügge examines the EU's decision following the 2006 'Global Europe' strategy to negotiate such agreements with emerging economies. Eschewing the purely materialist explanations prominent in the field, he develops a novel constructivist argument to highlight the role of language and ideas in shaping EU trade policy. Drawing on extensive interviews and documentary analysis, Siles-Brügge shows how EU trade policymakers have privileged the interests of exporters to the detriment of import-competing groups, creating an ideational imperative for market-opening. Even during the on-going economic crisis the overriding mantra has been that the EU's future well-being depends on its ability to compete in global markets. The increasingly neoliberal orientation of EU trade policy has also had important consequences for its economic diplomacy with the developing economies of the African, Caribbean and Pacific group of states.

Europe, positioned between the trans-Atlantic region and Greater Eurasia, has to adapt to the new international distribution of power to preserve its strategic autonomy.

Book excerpt: The principle of policy coherence has been the object of a contentious debate in the European Union’s external relations, though discussions have been mainly limited to its foreign policy and its ability to speak with one voice in the international arena. Despite being institutionalised in the Treaty of Maastricht, policy coherence for development (PCD), which implies taking into account the needs and interests of developing countries in non-aid policies, failed to make headway in the European Union, remaining the unheeded concern of some NGOs and a small group of Member States. A change of direction occurred in the early 2000s when the European Commission, taking advantage of a number of favourable conditions and using an astute strategy, managed to set an ambitious agenda for the European Union. This volume analyses the linkages between aid and various non-aid policies, namely trade, agriculture, fisheries, security, migration, and the social dimension of globalisation. Its aim is to shed new light on the EU’s policy-making process, by looking at the nexus between various policy sub-systems, and on the role that the EU wants to play in the international arena, by looking at the impact of its policies on international development.
