In particolare, i pilastri dello sviluppo sostenibile comprendono interventi che vanno dalle fonti di energie rinnovabili alle misure di efficienza energetica e distribuzione dell’energia, alla gestione dei rifiuti e dell’inquinamento e alla gestione delle risorse idriche fino a comprendere nuovi prodotti o processi produttivi nelle imprese ma anche nei servizi pubblici locali rispettosi della preservazione dell’ambiente e della coesione territoriale. Tale testo nasce con l’intento di analizzare secondo diverse angolazioni, e in particolare quelle dell’analisi strategica e finanziaria gli investimenti nelle energie sostenibili da fonti rinnovabili, nell’Anno dell’Energia Sostenibile proclamato dalla Nazioni Unite per il 2012.

However, untangling and assessing the effects of subsidies on the environment is a complex task. A systematic approach is required to ensure that appropriate policies are developed and the benefits of reform fully realised. This report presents sectoral analyses on agriculture, fisheries, water, energy and transport. It proposes a checklist approach to identifying and assessing environmentally harmful subsidies. It also identifies the key tensions and conflicts that are likely to influence subsidy policy making. Can the political and economic impediments to subsidy reform be overcome? But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Using public investment forecast errors to identify the causal effect of government investment in a sample of 17 OECD economies since 1985 and model simulations, the paper finds that increased public investment raises output, both in the short term and in the long term, crowds in private investment, and reduces unemployment. Several factors shape the macroeconomic effects of public investment. When there is economic slack and monetary accommodation, demand effects are stronger, and the public-debt-to-GDP ratio may actually decline. Public investment is also more effective in boosting output in countries with higher public investment efficiency and when it is financed by issuing debt.
