Book excerpt: Adopting a critical political economy perspective this book sheds new light on the social and political struggles that shaped the political dynamics of Taiwan-China relations and cross-Strait rapprochement between 2008 and 2014. Presenting a careful analysis of primary sources and interviews, the book reconstructs the historical, political and socio-economic factors that shaped Taiwan’s path to the Sunflower Movement of 2014, reinterpreting this process as a struggle over Taiwan’s role in the global economy. It challenges received wisdoms regarding the rise and fall of the rapprochement: First, the study argues that the rapprochement was not primarily driven by political elites but by capitalist conglomerates within Taiwan, which sought a normalisation of economic relations across the Taiwan Strait. Second, it finds that Taiwan’s social movements during that period were not homogeneous but rather struggled to find a common vision that could unite the critics of the rapprochement. The insights provided not only offer a deeper understanding of Taiwan’s protest cycle between 2008 and 2014, but also serve to recontextualise the political dynamics in post-Sunflower Taiwan. As such it will appeal to students and scholars of Taiwan Studies, East Asian Politics and Social Movement Studies.

This book draws on years of on-the-ground research and reporting to shed light on the consolidation of identity in Taiwan that will make peaceful unification with China a near impossibility. It traces the causes and evolution of Taiwan’s new form of nationalism, which exploded in the form of the Sunflower Movement in 2014, and analyses how recent developments in China and Hong Kong under "one country, two systems" have reinforced a desire among the Taiwanese to maintain their distinct identity and the sovereignty of their nation. It also explores the instruments at China’s disposal, from soft power to coercion, as well as the limits of its influence, as it attempts to prevent a permanent break-up between the two sides of the Taiwan Strait. Finally, the book argues against abandonment and suggests that international support for Taiwan as it negotiates its complex relationship with China is not only morally right but also conducive to regional and global stability. Acting as both a sequel and a rebuttal to earlier publications on Taiwan-China relations, this book takes an intimate and anthropological look at Taiwan’s youth and civil society, and applies this to traditional analyses of cross-strait politics. Although each incident was relatively brief, their consequences loom large. Based on analyses of newly available documents from Beijing, Taipei, and Washington, Pang Yang Huei challenges conventional wisdom that claims Sino-US misperceptions of each other’s strategic concerns were critical in the 1950s. He underscores the fact that Washington, Taipei, and Beijing were actually aware of one another’s strategic intentions during the crises. He also demonstrates conclusively that both “crises” can be understood as a transformation from tacit communication to tacit accommodation. An important contribution of this study is a better understanding of the role of ritual, symbols, and gestures in international relations. While it is true that these two crises resulted in a stalemate, the fact that all parties were able to cultivate talks and negotiations brought relations, especially between the US and China, to a new and more stable level. Simply averting the threat of war was a major achievement. While the relationship across the Taiwan Strait remains critically important, it is also changing rapidly, and the chapters in this volume present new thinking to help make sense of complex cross-Strait dynamics. Specifically, these essays explore different security and/or globalization dimensions of China-Taiwan ties as well as the globalization-security linkages that have emerged. As the balance of power in Asia shifts dramatically, several chapters in this volume explore how traditional security forces are evolving. The waters of the Strait are uncharted, and each side worries about shoals beneath the surface. The current engagement between Beijing and Taipei may make possible a solution to their six-decade-long dispute. Whether, when, and how that might happen is, however, shrouded in doubt. China fears the island's permanent separation, by way of either an overt move to de jure independence or continued refusal to unify with the mainland. Taiwan fears subordination to an authoritarian regime that does not have Taipei's interests at heart. And the United States worries about the stability of the East Asian region. Richard Bush, who studied issues surrounding Taiwan during almost twenty years in the U.S. government, explains the current state of relations between China and Taiwan, providing the details of what led to the current situation.
