Book excerpt: Nearly 40 years after the concept of finite deterrence was popularized by the Johnson administration, nuclear Mutual Assured Destruction (MAD) thinking appears to be in decline. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."

While these two types of vessels have not increased in numbers, their capabilities have increased exponentially. This publication examines the People's Liberation Army's (PLA's) doctrine and training strategy in order to analyze present and predict future missions by these military vessels. China's deterrence posture is improved greatly by these ships and boats, which aid coastal water defense, and threaten Taiwanese attempts to gain independence. In addition, these two fleets improve China's long-range sealift capabilities, and help with the PLA's traditional, and new, nontraditional security practices. These fleets allow the PLAN to continue offshore operations, and begin "blue-water", or "far-seas" operations, helping the United States to predict the future nature of Chinese maritime missions. General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

John McLucas died on the first of December 2002, at the age of 82, with all but the last chapter remaining to be started. He had been preparing to do a memoir, on and off, for many years, but only in the late 1990s, as declining health caused him to cut back on other commitments, did he devote a large part of his energies to getting the job done. To help complete this project, he engaged me—Ken Alnwick—a retired Air Force pilot and defense analyst, and my associate, Larry Benson, a recently retired Air Force historian. We are both grateful for the opportunity of getting to know John and his gracious wife, Harriet, as well as to research and help write about the many people, institutions, technical achievements, and national security issues with which he was associated. Chief among his numerous affiliations was the US Air Force. He began his civilian career with the Army Air Forces right after World War II and continued to advance the Air Force mission as a reserve officer, defense contractor, government executive, and valued consultant for the rest of the century. Not long before John died, he and Harriet decided the time had come to move out of their spacious home in Alexandria, Virginia, to a more manageable apartment in The Fairfax, a pleasant retirement community at nearby Fort Belvoir. In anticipation of the move, John decided to donate the bulk of his papers, professional library, and much of his memorabilia to two schools he admired: the Air Force Academy and Embry- Riddle Aeronautical University, with additional papers offered to the Comsat Alumni Association. His files helped shed light on every phase of his career up to and including recent activities as a director at Orbital Sciences Corporation, chairman of the Arthur C. Clarke Foundation, trustee of the Air Force Historical Foundation, and contributing member of several other public service organizations. The process was not easy. Each dusty box released a flood of memories as we went through the agonizing process of deciding what to keep, what to send to the repositories, what to give away, and what to relegate to recycling bins or the county landfill.

But whatever form the violence has taken –protracted guerrilla activity against the central government or short, sharp border war – the big powers have always been involved. They have provided arms to one or both sides, they have supported their ideological protégés and, more generally, have manipulated such wars to their own advantage. This book examines five broad categories of war: colonial liberation wars, big power intervention wars, wars between Third World countries, the special area of Israel and its neighbours, and civil wars.
