Book excerpt: The History of Migration in Europe belies several myths by arguing, for example, that immobility has not been the "normal" condition of people before the modern era. Migration (far from being an income-maximizing choice taken by lone individuals) is often a household strategy, and local wages benefit from migration. This book shows how ssuccesses arise when governments liberalize and accompany the international movements of people with appropriate legislation, while failures take place when the legislation enacted is insufficient, belated or ill shaped. Part I of this book addresses mainly methodological issues. Past and present migration is basically defined as a cross-cultural movement; cultural boundaries need prolonged residence and active integrationist policies to allow cross-fertilization of cultures among migrants and non-migrants. Part II collects chapters that examine the role of public bodies with reference to migratory movements, depicting a series of successes and failures in the migration policies through examples drawn from the European Union or single countries. Part III deals with challenges immigrants face once they have settled in their new countries: Do immigrants seek "integration" in their host culture? Through which channels is such integration achieved, and what roles are played by citizenship and political participation? What is the "identity" of migrants and their children born in the host countries? This text's originality stems from the fact that it explains the complex nature of migratory movements by incorporating a variety of perspectives and using a multi-disciplinary approach, including economic, political and sociological contributions.

The study is focused on Ventimiglia, an Italian town located 6 km away from the French-Italian border on the gulf of Genoa with a long story of commerce, custom and smuggling activities related to its proximity to the frontier. While several projects have analyzed other symbolic places of the EU migration crisis such as Lampedusa, Calais and Lesvos, there is a severe empirical gap regarding Ventimiglia, a border town at the very geographic core of the Schengen area. This case study may provide emblematic insights into what European migratory movements are currently revealing in terms of the lack of shared responsibility between EU Member States, the EU common asylum system and respect for human rights, with increasing claims for national sovereignty by some Member States.

Yet not much detailed empirical research has been completed about the trajectories and experiences of these highly skilled or highly educated international migrants. What little is known about these forms of "global mobility," and the politics that surround them, contrasts with the abundant theories and accounts of other types of international migration--such as low income economic migration from less developed to core countries in the international political economy. Drawing on the work of a long-standing discussion group at the Center for Comparative and Global Research of UCLA's International Institute, this collection bridges conventional methodological divides, bringing together political scientists, sociologists, demographers, and ethnographers. It explores the reality behind assumptions about these new global migration trends. It challenges widely held views about the elite characteristics of these migrants, the costs and consequences of the brain drain said to follow from the migration of skilled workers, the determinants of national policies on high skilled migrants, and the presumed "effortlessness" of professional mobility in an integrating world. The volume also sheds new light on international student migration, the politics of temporary, non-immigrant workers in the United States, new international forms of regulating movement, and the realities of the everyday lives of multinational employees in the world's transnational cities. Key differences between the regional contexts of this migration in Europe, North America, and the Asia-Pacific are also emphasized.

Whom We Shall Welcome examines post-World War II immigration of Italians to the United States, an under-studied period in Italian immigration history. Danielle Battisti looks at efforts by Italian American organizations to foster Italian immigration along with the lobbying efforts of Italian Americans to change the quota laws. While Italian Americans (and other white ethnics) had attained virtual political and social equality with many other groups of older-stock Americans by the end of the war, Italians continued to be classified as undesirable immigrants. Battisti’s work is an important contribution toward understanding the construction of Italian American racial/ethnic identity in this period, the role of ethnic groups in US foreign policy in the Cold War era, and the history of the liberal immigration reform movement that led to the 1965 Immigration Act. Whom We Shall Welcome makes significant contributions to histories of migration and ethnicity, post-World War II liberalism, and immigration policy.
