Book Corporation tax in Northern Ireland

Download or read book Corporation tax in Northern Ireland written by Great Britain: Parliament: House of Commons: Northern Ireland Affairs Committee and published by The Stationery Office. This book was released on 2011-06-09 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: The committee supports the principle of devolving to the Northern Ireland Executive the decision over whether or not to amend the rate of corporation tax, and believes this would assist the indigenous private sector to expand, innovate and employ more staff. The report uses 12.5% as a benchmark for the lower rate of corporation tax, but suggests that on the basis that the decision is devolved to the Northern Ireland executive it may, in due course, choose a lower rate. To maximise the benefits of a lower rate, though, continued progress needs to be made on other economic development policy mechanisms, including planning, education, and incentives for research and development and exporting. Low corporation tax is not a panacea for all Northern Ireland's economic ills, warns the committee, and there are considerable implementation issues: direct comparisons with the Republic of Ireland and its experience with 12.5% are difficult because the UK and Irish tax systems are different; and the UK Government would have to satisfy the criteria laid down in the Azores judgment for the tax reduction to satisfy EU rules on state aids. The committee was surprised to discover HM Treasury do not know how much corporation tax is raised in Northern Ireland. It is important that the Northern Ireland Executive has as much information as possible before deciding if, and how, it wishes to lower the rate, and at least a better idea of the amount of financial risk they are taking on. Furthermore, the benefits of lowering corporation tax must not be outweighed by the costs to businesses and HMRC.

Book Setting Priorities for Publicly Funded Research 3rd Report of Session 2009 10

Download or read book Setting Priorities for Publicly Funded Research 3rd Report of Session 2009 10 written by Great Britain. Parliament. House of Lords. Science and Technology Committee and published by The Stationery Office. This book was released on 2010 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: In its report into how priorities are set for publicly funded research, the Science and Technology Committee calls on the Government to make a clear and unambiguous statement setting out their current research funding commitments and the periods of time over which those commitments will apply. Decisions about funding priorities are complex and require careful judgement about the deployment of funds between competing priorities. The Committee concludes that, in the current policy framework, there is a lack of oversight of the total spend on research which is needed to enable the Government to make coherent, well-founded decisions about the use of public funds to support research. The Committee recommends that: the Government Chief Scientific Adviser (GCSA) should publish figures annually, broken down by subject area, on all public spending to support research, and make appropriate recommendations to the Prime Minister; he should also attend Treasury meetings at which departmental budgets are considered; departmental CSAs should provide Ministers with timely information in advance of budget negotiations, to ensure that research funding decisions are informed by the best available advice. The Committee was also alerted to problems concerning the funding of cross-departmental research involving multiple funding agencies, including research to meet the grand challenges that society faces. To meet such challenges, the Committee recommends the establishment of specific mechanisms: to identify major cross-cutting policy challenges; and to identify, fund and co-ordinate appropriate responses to such challenges.

Book Television broadcasting in Northern Ireland

Download or read book Television broadcasting in Northern Ireland written by Great Britain: Parliament: House of Commons: Northern Ireland Affairs Committee and published by The Stationery Office. This book was released on 2010-01-26 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: It has become apparent that Northern Ireland feels left behind in UK broadcasting terms. Levels of production are comparatively low. Northern Ireland producers find it difficult to win commissions from the UK's major broadcast organisations. Digital switchover, already under way in some parts of the UK will not occur in Northern Ireland until 2012. Nor, since UTV remains strong enough to provide news in competition with the BBC, will Northern Ireland benefit from public money proposed for new independently funded news consortia. The evidence the Committee received confirms and demonstrates that Northern Ireland is the least well served of the UK's four nations in terms of network production that reflects and portrays its life and in the amount of network programming produced there. The Committee makes a number of recommendations to remedy this.

Book Entrepreneurship

Download or read book Entrepreneurship written by Norris F. Krueger and published by Taylor & Francis. This book was released on 2002 with total page 552 pages. Available in PDF, EPUB and Kindle. Book excerpt: This new collection provides a much needed retrospective view of the key academic work published in this area. The papers here highlight the importance of studying entrepreneurship from a wide range of perspectives, including research that derives from economics, history, sociology, psychology and from different business disciplinary bases such as marketing, finance and strategy. The overall focus in this set is on "entrepreneurial" activity, rather than specifically small or family-owned business and favours research articles over those that deal purely with practice.

Book Women and Employment in Public Policy

Download or read book Women and Employment in Public Policy written by Susan Milner and published by Oxford University Press. This book was released on 2024-04-23 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the UK, women's economic empowerment through employment is a success story of the last three decades. And yet women are over-represented in low-paid, insecure jobs, are under-represented in top jobs, and earn less than men on average, with a marked income gap over the lifecourse. When Labour took office in 1997, a new wave of women MPs entered parliament in record numbers, and women gained access to ministerial roles, including a newly-created minister for women. However, policy on women and employment remained an area of conflict. New rights were secured, particularly for mothers, but when Labour left office a sizeable policy agenda remained unfinished. Using documentary evidence and interviews from leading policy actors from the period, Women and Employment in Public Policy takes as its starting point the Women and Work Commission, which was convened in 2004 to examine causes of the gender pay gap. The commission was unable to defuse conflicts over equal pay but it set out an agenda for change at the level of government, private-sector work organizations, and public-sector organizations. Milner examines why the commission could not resolve key conflicts, and why its broad-based recommendations were only partially taken up. She traces the subsequent development of policy, observing well-established preferences for 'light-touch' regulation which can raise awareness but leave entrenched practices unchallenged, and weaken individual women's access to redress. Detailed study of the working of the commission provides lessons on the policy process, particularly for those seeking to influence policy. It also shows that within the wider policy space, opportunities for action to effect change are possible - based on appeals to instrumental logic or political exchange - but are constrained by party leadership.
