Book excerpt: A proposal that a single linguistic/cognitive system, “targeting,” underlies two domains of reference, anaphora (speech-internal) and deixis (speech-external). In this book, Leonard Talmy proposes that a single linguistic/cognitive system, targeting, underlies two domains of linguistic reference, those termed anaphora (for a referent that is an element of the current discourse) and deixis (for a referent outside the discourse and in the spatiotemporal surroundings). Talmy argues that language engages the same cognitive system to single out referents whether they are speech-internal or speech-external. Talmy explains the targeting system in this way: as a speaker communicates with a hearer, her attention is on an object to which she wishes to refer; this is her target. To get the hearer's attention on it as well, she uses a trigger—a word such as this, that, here, there, or now. The trigger initiates a three-stage process in the hearer: he seeks cues of ten distinct categories; uses these cues to determine the target; and then maps the concept of the target gleaned from the cues back onto the trigger to integrate it into the speaker's sentence, achieving comprehension. The whole interaction, Talmy explains, rests on a coordination of the speaker's and hearer's cognitive processing. The process is the same whether the referent is anaphoric or deictic. Talmy presents and analyzes the ten categories of cues, and examines sequences in targeting, including the steps by which interaction leads to joint attention. A glossary defines the new terms in the argument.

"Telepresence” allows us to feel present—through vision, hearing, and even touch—at a remote location by means of real-time communication technology. Networked devices such as video cameras and telerobots extend our corporeal agency into distant spaces. In Here/There, Kris Paulsen examines telepresence technologies through the lens of contemporary artistic experiments, from early video art through current “drone vision” works. Paulsen traces an arc of increasing interactivity, as video screens became spaces for communication and physical, tactile intervention. She explores the work of artists who took up these technological tools and questioned the aesthetic, social, and ethical stakes of media that allow us to manipulate and affect far-off environments and other people—to touch, metaphorically and literally, those who cannot touch us back. Paulsen examines 1970s video artworks by Vito Acconci and Joan Jonas, live satellite performance projects by Kit Galloway and Sherrie Rabinowitz, and CCTV installations by Chris Burden. These early works, she argues, can help us make sense of the expansion of our senses by technologies that privilege real time over real space and model strategies for engagement and interaction with mediated others. They establish a political, aesthetic, and technological history for later works using cable TV infrastructures and the World Wide Web, including telerobotic works by Ken Goldberg and Wafaa Bilal and artworks about military drones by Trevor Paglen, Omar Fast, Hito Steyerl, and others. Contrary to expectations, servicemembers have largely welcomed cisgender LGB individuals—yet they continue to vociferously resist trans inclusion and the presence of women on the front lines. In the minds of many, the embodied “deficiencies” of cisgender women and trans people of all genders puts others—and indeed, the nation—at risk. In this book, Cati Connell identifies the homonormative bargain that underwrites these uneven patterns of reception—a bargain that comes with significant concessions, upholding and even exacerbating race, class, and gender inequality in the pursuit of sexual equality. In this handshake deal, even the widespread support for open LGB service is highly conditional, revocable upon violation of the bargain. Despite the promise of inclusivity, in practice, the military has made room only for a “few good gays,” to the exclusion of all others. But should equal access be the goal? How did we get from there to here? And where do we go next? In analyzing inclusion as a social movement aspiration, Connell shows that its steep price is exacted through the continued abjection of queered Others, both at home and abroad.

Loans are essential for most people who want to purchase a home, start a business, pay for college, or weather a spell of unemployment. Yet many people in poor and minority communities—regardless of their creditworthiness—find credit hard to come by, making the climb out of poverty extremely difficult. How dire are the lending markets in these communities and what can be done to improve access to credit for disadvantaged groups? In Credit Markets for the Poor, editors Patrick Bolton and Howard Rosenthal and an expert team of economists, political scientists, and legal and business scholars tackle these questions with shrewd analysis and a wealth of empirical data. Credit Markets for the Poor opens by examining what credit options are available to poor households. Economist John Caskey profiles how weak credit options force many working families into a disastrous cycle of short-term, high interest loans in order to sustain themselves between paychecks. Löic Sadoulet explores the reasons that community lending organizations, which have been so successful in developing countries, have failed in more advanced economies. He argues the obstacles that have inhibited community lending groups in industrialized countries—such as a lack of institutional credibility and the high cost of establishing lending networks—can be overcome if banks facilitate the community lending process and establish a system of repayment insurance. Credit Markets for the Poor also examines how legal institutions affect the ability of the poor to borrow. Daniela Fabbri and Mario Padula argue that well-meaning provisions making it more difficult for lenders to collect on defaulted loans are actually doing a disservice to the poor in credit markets. They find that in areas with lax legal enforcement of debt agreements, credit markets for the poor are underdeveloped because lenders are unwilling to take risks on issuing credit or will do so only at exorbitant interest rates. Timothy Bates looks at programs that facilitate small-business development and finds that they have done little to reduce poverty. He argues that subsidized business creation programs may lure inexperienced households into entrepreneurship in areas where little profitable investment is possible, hence setting them up for failure. With clarity and insightful analysis, Credit Markets for the Poor demonstrates how weak credit markets are impeding the social and economic mobility of the needy.
