Those who have advocated Keynesian-type policies have generally based their arguments on the claim that markets are imperfectly competitive. On the other hand laissez faire advocates have argued the opposite by claiming that in fact free market policies will eliminate "market imperfections" and reinvigorate perfect competition. The goal of this book is to enter into this important debate by raising critical questions about the nature of market competition. Drawing on the insights of the classical political economists, Schumpeter, Hayek, the Oxford Economists’ Research Group (OERG) and others, the authors in this book challenge this perfect versus imperfect competition dichotomy in both theoretical and empirical terms. There are important differences between the theoretical perspectives of several authors in the broad alternative theoretical tradition defined by this book; nevertheless, a unifying theme throughout this volume is that competition is conceptualized as a dynamic disequilibrium process rather than the static equilibrium state of conventional theory. For almost all the others the growth of firm is consistent with a heightened degree of competitiveness, as both Marx and Schumpeter emphasized, and not a lowered one as in the conventional 'monopoly capital' view.

Any political party dedicated to preserving the Britain of 1900 would have faced, over time, either major problems of adjustment or the possibility of its own destruction. The British Conservative party was just such a party, its character defined by its commitment to the defence of the British status quo. Yet it has also been one of the most successful political parties in the twentieth century. Not only was it able to adjust itself to the transformation of British society including two world wars and the most catastrophic slump – but it was able to win elections more consistently than any of its rivals. This book seeks to show how the Conservatives achieved such a metamorphosis, by identifying the main changes in the British economy and society, and the changing Conservative response. In practice, there was no single Conservative response to any particular change. The debate within the party revealed a surprisingly large number of responses; yet the range was limited. Indeed, with some simplification, one can see only two general political positions, from which flowed differing proposals on all detailed issues. In describing these two positions, the author suggests a new method of classifying dominant political beliefs in Britain and other Western countries. This study covers a wide field, bringing together contemporary Conservative politics, economic problems and economic history. The Conservatives were intimately related to the interests of what used to be called British capitalism, and their attitudes to the changes taking place in industry reveal most clearly the changing political priorities of the party. The book examines Conservative policy, proposals and attitudes to nationalization and the public sector, to the trade unions and labour, to private business and finally to the economic role of the State, between 1945 and 1964. For those wishing to gain an understanding of the British Conservatives, Nigel Harris’ detailed and stimulating material will make excellent reading and has been acclaimed since its first publication in 1972.

Book excerpt: Americans have long appealed to images of free competition in calling for free enterprise, freedom of contract, free labor, free trade, and free speech. This imagery has retained its appeal in myriad aspects of public policy--for example, Senator Sherman's Anti-Trust Act of 1890, Justice Holmes's metaphorical marketplace of ideas, and President Reagan's rhetoric of deregulation. In Competition Policy in America, 1888-1992, Rudolph Peritz explores the durability of free competition imagery by tracing its influences on public policy. Looking at congressional debates and hearings, administrative agency activities, court opinions, arguments of counsel, and economic, legal, and political scholarship, he finds that free competition has actually evoked two different visions--freedom not only from oppressive government, but also from private economic power. He shows how the discourse of free competition has mediated between commitments to individual liberty and rough equality--themselves unstable over time. This rhetorical approach allows us to understand, for example, that the Reagan and Carter programs of deregulation, both inspired by the rhetoric of free competition, were driven by fundamentally different visions of political economy. Peritz's historical inquiry into competition policy as a series of government directives, inspired by two complex yet distinct and sometimes contradictory visions of free competition, provides an indispensable framework for understanding modern political economy-- whether political campaign finance reform, corporate takeover regulation, or current attitudes toward the New Deal Legacy. Competition Policy in America will be of great interest to lawyers, historians, economists, sociologists, and policy makers in both government and business.
