Hierbei geht es um die Reaktionen und daraus resultierenden Wirkungen einer Steuer. Die Steuereinnahmen entsprechen bei einer langfristigen Betrachtung den Steuerausgaben. Im Modell einer geschlossenen Marktwirtschaft konsumiert der Staat Güter oder er zahlt Transfers an Haushalte und Unternehmen . Erhebt der Staat eine Steuer, führt das zu einem Ressourcenverlust im privaten Sektor . Im Mittelpunkt der vorliegenden Arbeit steht die Frage, wer die Steuer tatsächlich trägt und welche Belastungsverteilung sich daraus ergibt. Es handelt sich hierbei um die Diskrepanz zwischen Steuerzahllast und Steuertraglast. Untersucht wird die aus der Überwälzung resultierende Steuerinzidenz. Die Analysetechnik der spezifischen Inzidenz im Rahmen dieser Arbeit, basiert auf der Partialanalyse eines einzelnen Marktes. Die Erhöhung oder Senkung einer Steuer vollzieht sich ceteris paribus. D.h. bei der Steuerveränderung werden sowohl die öffentlichen Ausgaben als auch andere Steuern konstant gehalten. Dabei wird die didaktische Komponente offensichtlich und die Untersuchung durch diese restriktive Annahme vereinfacht. Mit diesem Ansatz können die Zusammenhänge verständlicher dargestellt werden. Für die Analyse von Steuerreformen ist allerdings die differenzielle Inzidenz besser geeignet.

Professor Frits J. de J ong gathered material for this book since the very beginning of his professional career in the final years of the forties. Unfortunately, the author himself was not able to see the final result of his labours in book form. A mere few weeks after the completion of the manuscript, in November 1976, Professor De Jong passed away. As Hartog and Hennipman wrote in their memorials, Frits de Jong always devoted much attention to the development of concepts and terminology. Throughout his career, he exhibited great determination and perseverance in trying to achieve a clear and consistent terminology, and its subsequent use, in the science of economics. !' 2 That his efforts were mainly aimed at his native language was due to the fact that a language such as Dutch, which is only practiced in a small geographic area, faces the danger of a large-scale introduction of foreign words, specifically English/American, German and French words in this case. He always strongly resisted such a debasement of the Dutch language and sought instead to construct appropriate Dutch words for the existing English, German and French ones. An early example can be found in an article published in De Economist of 1950, entitled "De economische terminologie in het Nederlands" (The Terminology of Economics in Dutch).

The German Dictionary of Business, Commerce and Finance is the second dictionary to be published in Routledge’s programme of bilingual business dictionaries. The series was launched in December 1995 with the French Dictionary of Business, Commerce and Finance. It would not have been possible to compile this dictionary within a relatively short timescale, and to the standard achieved, without the use of a highly sophisticated, custom-designed database. The database’s most significant feature is that it is designed as a relational database: term records for each language are held in separate files, with further files consisting only of link records. Links between terms in different language files represent translations, enabling us to handle various types of one-to-many and many-to-one equivalences. Links between terms within a single language file represent crossreferences between geographical variants and abbreviations. The content of the database for this dictionary was created in three principal phases. A considerable proportion of the English term list was already available following the publication of the French Dictionary of Business, Commerce and Finance. The term list was then sent out to specialist translators - with current practical experience of business translation - who supplied German equivalences and expanded the English and German term lists to include the main relevant terminology in their particular spheres of work.
