Book excerpt: Challenges the argument that the English Pale was contracting during the early Tudor period.A key argument of this book is that the English Pale - the four counties around Dublin under English control - was expanding during the early Tudor period, not contracting, as other historians have argued. The author shows how the new system, whereby "the four obedient shires" were protected by new fortifications and a newly-constituted English-style militia, which replaced the former system of extended marches, was highly effective, making unnecessary money and troops from England, and enabling the Dublin government to be self-financing. The book provides full details of this new system. It also demonstrates how direct rule by an English army and governor, which replaced the system in the years after 1534, was much more costly and led on in turn to the policy of "surrender and regrant" under which Irish chiefs became subject to English law. It contains the text, with English translation, of the statute rolls of the parliaments held in Ireland in 1484, 1485 and 1493, and the complete English text of the statute roll of Henry VIII's Reformation Parliament of 1536-7, the only such roll to survive the Four Courts fire in 1922. Several unpublished acts of the reign of Edward IV (1461-83) are also included. The earlier acts show the changes in the Irish political establishment from the supremacy of the earl of Kildare under the Yorkist kings to the Tudor reaction under Henry VII. The Norman invasion of Ireland (1169) did not result in a complete conquest, and those native Irish chieftains who retained independent control of their territories achieved a recovery of power in the later middle ages. KatharineSimms studies the experience of the resurgent chieftains, who were undergoing significant developments during this period. The most obvious signs of change were the gradual disappearance of the title ri (king), and the ubiquitouspresence of mercenary soldiers. On a deeper level, the institution of kingship itself had died, as is shown by this study of the election and inauguration of Irish kings, their counsellors, officials, vassals, army, and sources ofrevenue, as they evolved between the twelfth and sixteenth centuries. Sources such as the Irish chronicles, bardic poetry, genealogies, brehon charters and rentals, family-tract and sagas are all used, in addition to the more familiar evidence of the Anglo-Norman administration, the Church, and Tudor state papers. This study examines the nature of interactions between English and Irish neighbours in the four shires, taking into account the complex tensions between assimilation and the preservation of distinct ethnic identities and exploring how the common colonial rhetoric of the Irish as an 'enemy' coexisted with the daily reality of alliance, intermarriage, and accommodation. Placing Ireland in a broad context, Sparky Booker addresses the strategies the colonial community used to deal with the difficulties posed by extensive assimilation, and the lasting changes this made to understandings of what it meant to be 'English' or 'Irish' in the face of such challenges.
