Perhaps it is now time that attention should again be turned to the long-established institutions, namely the poorhouse and outdoor relief, with the purpose of introducing scientific methods. The sections are printed in the order in which they occur in mcclain's Annotated Code of 1888, with the amend ments and additional statutes of the twenty-third General Assembly (1890) incorporated in the proper places. The numbers of the sections are the same as in the Annotated Code. At the beginning of each section, after the catch words, is given the number of the section in the Code of 1873 (the last, compilation of the state statutes made by public authority), or if the section is part of a statute passed since the adoption of said Code, then a reference to the session, chapter, and section: Where a section of the Code of 1873 or of a subsequent statute has been amended, the amending statute is also referred to at the beginning of the section, which is then printed. As thus changed. At the end of each section, in brackets, are given references to corresponding sections of the Revision of 1860, the Code of 1851, and statutes passed prior to 1873. These last named references are of no importance in determining what the law now is but show what the legislative history of the section has been. Corporations formed for the purpose of insurance, other than life insurance, shall be governed by the provisions of chapter one of this title, except as modified by the provisions of this chapter. Each such organization shall present to the auditor of state its articles of incorporation, which shall show its name, objects, location of its principal place of business and amount of its capital stock, who shall submit it to the attorney-general for examination, and if found by him to be in accordance with the provisions of this title, the laws of the United States, and the constitution and laws of the state, he shall certify such fact thereon and return the same to the auditor, and no articles shall be approved by the auditor or recorded unless accompanied with such certificate. [Same.] Applicable to Associations 1759c, Life 1768-85, Fraternals 1832. Sec. 1686. Certificate - recording. If the auditor approves them, he shall so certify, and the articles with the certificates of approval shall be recorded in the office of the secretary of state as articles of other corporations are, who shall indorse thereon bis certificate thereof, as is required in case of other corporations for pecuniary profit. [C. '73, 1123.] Sec. 1687. Name. If the auditor finds the name of the company to be so similar to one already appropriated by a corporation of the same character as to be likely to mislead the public or to cause inconvenience, he shall refuse his certificate to its articles on that ground. The sections which have been printed to supply an omission in the Compiled Code are followed by a note explain ing the reason for their appearance in the Supplement. As a general rule the section numbers of the Compiled Code have not been changed. If a section has been merely amended by the Thirty-ninth General Assembly, it appears in the Supplement in its amended form under the same number as it appeared in the Compiled Code. This is also true of a Compiled Code section which has been repealed and one section enacted in place of the repealed section. Chapter 64 authorizes boards of directors and sub-directors to maintain industrial expositions in the public schools. Chapter 67 authorizes school districts formed from territory lying in adjoin ing counties to vote and certify to the respective boards of supervisors the number of mills required to levy the necessary school taxes for their districts. With the exceptions above indicated, the law remains as found in the Code of 1873, and the sections of this edition of the School Laws are identical with those of the corresponding numbers of the Code. Book excerpt: Excerpt from Iowa Manual of Legislative Procedure When Thomas J efierson, as president of the United States Senate, was called upon in 1797 to pass upon all questions of order 'without debate and Without appeal he turned to the British Parliament for guidance in legislative procedure. Up to that time American parliamentary law had been an agglomeration of English precedents which were reverenced because they were prec' dents' For this reason, Jefferson during the term of his vice-presidency, found it necessary to compile for his own use, as the presiding officer of the Senate, a set of parliamentary rules based upon the practices of the House of Commons, the pro visions of the Constitution of the United States, and the adopted rules of the Senate. Mr. Jefferson was not certain as to the accuracy of all the rules he laid down, although they were based Upon available English authorities, Hatsel being pre eminent in the citations. He said, in the little preface to his rules, I have begun a Sketch, which those who come after me will successively correct and fill up till a code Of rules shall be formed for the use of the Senate, the efiects of which may be accuracy in business, economy of time, order, uni formity, and impartiality.
