Book excerpt: This is the sixth in a series of status reports requested by members of the Senate Committee on Energy and Natural Resources and the House Committee on Energy and Commerce on the administration's activities to implement title VIII of the Energy Security Act. (See enc. II for the July 23, 1980, letter requesting these reviews.) Title VIII requires the President to resume filling the Strategic Petroleum Reserve (SPR) at an average rate of at least 100,000 barrels per day for fiscal year 1981 and succeeding years. Our most recent report on the status of SPR fill activities (EMD-81-85, May 4, 1981) noted that, since passage of the Energy Security Act, the Government had issued contracts for about 75 million barrels of oil to be delivered to the SPR during fiscal year 1981. This is equivalent to an average fill rate of about 205,000 barrels per day for the entire fiscal year. However, on April 24, 1981, the Department of Energy (DOE) postponed purchases of additional oil for the SPR for about 30 days because it hoped to take advantage of expected decreases in crude oil prices during the period.

Book excerpt: To help prevent a repetition of the economic dislocation caused by the 1973-74 Arab oil embargo, Congress authorised the Strategic Petroleum Reserve (SPR) in the Energy Policy and Conservation Act (EPCA, P.L. 94-163). Physically, the SPR comprises five underground storage facilities, hollowed out from naturally occurring salt domes, located in Texas and Louisiana. Oil stored at one of the sites, Weeks Island, was transferred after problems with the structural integrity of the cavern were discovered in the mid-1990s. Hurricane Katrina made landfall early in the morning of August 29, 2005 inflicting severe damage and shutting down oil and gas production and refining activities in the Gulf of Mexico. Damage assessments continue. By September 2, three requests for loans totalling 8.5 million barrels had been approved; a few others are pending. The Administration also announced it was making 30 million barrels available. However, as a policy tool to respond to the crisis, the SPR has limitations because a barrel of crude contributes to product supply only if there is refining capacity to turn the crude into gasoline or diesel fuel. Consequently, recovery from the hurricane's effects will depend upon resumption of production and refining operations in the Gulf, and the ability to transport petroleum products. On August 8, 2005, the President signed the Energy Policy Act of 2005 (H.R. 6). The bill as enacted permanently authorises the SPR and requires, "as expeditiously as practicable," expansion of the SPR to its authorised maximum of 1 billion barrels. The Secretary is required to develop procedures for achieving the fill objective without "incurring excessive cost," or placing upward pressure on prices. Any fill policy is also to take into consideration minimising income foregone to the Treasury by filling the SPR with additional royalty-in-kind (RIK) oil.

The Energy Policy Act of 2005 required the Department of Energy to expand the Strategic Petroleum Reserve's maximum storage capacity to 1 billion barrels of crude oil. As the Department of Energy (DOE) begins to expand the SPR, past experiences can help inform future efforts to fill the reserve in the most cost-effective manner. Thus, this book will focus on the factors that experts recommend be considered when filling and using the SPR, to what extent the SPR can protect the U.S. economy from damage during oil supply disruptions and under what circumstances would an SPR larger than its current size be warranted. As part of this book, GAO developed oil supply disruption scenarios, used models to estimate potential economic harm, and convened 13 experts in conjunction with the National Academy of Sciences. This is an edited, excerpted and augmented edition of a GAO and U.S. Department of Energy publication.
