Bulletin No. 127, San Joaquin Valley Drainage investigation-san Joaquin Master Drain, issued in pre liminary form in January 1965, was prepared in response to directives contained in Senate Concurrent Resolution No. 27, adopted by the 1963 Session of the California Legislature. While Bulletin No. 127 complied with the directives of scr No. 27, some aspects of the salt management problems were left to future study. Bulletin No. 127 described the Valley's salt management problems at that time and contained specific recommendations that a master drain from near Bakersfield to near Antioch Bridge-be constructed as a solution to the problems. Book excerpt: Excerpt from Progress Report San Joaquin Valley Drainage Investigation Quality and Treatment Studies Through December 31, 1967: Bio-Engineering Aspects of Agricultural Drainage In 1957, the State Legislature authorized the San Joaquin Valley Drainage Investigation (SJVDI). The purpose of this investigation is to resolve the drainage problems of the San Joaquin Valley. As in most semi-arid areas in which irrigated agriculture is practiced, the drainage problems of the Valley have been handled on a local and not a basin-wide scale. The beginning of the Drainage Investigation indicated that drainage was finally being thought of as a problem of the total basin not just a problem of the unfortunate few. Several phases of the SJVDI, primarily the Quality and Treatment Studies, are of such a nature that they merit separate publication. For this reason a special series of bulletins has been created under the general heading of "Bio-Engineering Aspects of Agricultural Drainage." Bulletin Number 174-1, the first of the series, was entitled, "The Fate of Pesticides Applied to Irrigated Agricultural Land." It reported on studies being conducted on an experimental test plot in western Fresno County. This bulletin, the second of the series, is a progress report. It describes the work done through December 1967 on the Quality and Treatment Studies of the San Joaquin Valley Drainage Investigation. The work, since April 1967, was conducted in cooperation with the U.S. Bureau of Reclamation, under contract number 14-06-200-3389A, and the Federal Water Pollution Control Administration, under demonstration grant WPD 143-01-(R2)-67. Book excerpt: Excerpt from San Joaquin Valley Drainage Program: Draft Final Report A comprehensive study of agricultural drainage and drainage-related problems on the westside San Joaquin Valley has resulted in the management plan presented in this final report of the Federal-State interagency San Joaquin Valley Drainage Program. Understandably, some may be disappointed that no single, sure, and lasting solution to the drainage problem has been put forward. Rather, the management plan presented is complex and includes risks that could be costly Moreover, it may be only the first step in solving the Salt accumulation problem. Virtually everyone involved in examination of the drainage problem agrees, however, that there is no single solution and no easy answer to the problem. Hut it is also generally agreed that the drainage problem is manageable and that this management logically begins in the valley with a broadly shared effort to reduce the amount of drainage water, to place the remaining water under control, and to contain and isolate toxicants such as selenium. Such actions would largely correct present problems of waterlogging of farmlands and could greatly reduce adverse impacts on fish and wildlife. The in-valley actions recommended in the plan would also be necessary for any eventual export of salt from the San Joaquin Valley. The recommended actions would provide a regional drainage infrastructure that now exists only in scattered pieces. If the plan proposed here is implemented, a salt export decision need not be made tor several decades. A review of the history of the drainage problem suggests that some of the reasons the problem has grown to nearly 500,000 acres and is adversely affecting the environment include (I) Continued hopes for a master drain. (2) expectations of a technological breakthrough in drainage water treatment. (3) the need for more information, and (4) a lack of cooperation among parties affected. Viewed as an accumulation of years of piecemeal efforts and neglect the problem appears overwhelming. It is not. It came into focus about 6 years ago with the discovery of migratory bird deaths and deformities linked to high levels of selenium in agricultural drainage water at Kesterson Reservoir. Concentrations of drainage-water contaminants and rates of deformities higher than those found at Kesterson are now being found associated with evaporation ponds in the Tulare Basin, in the southern part of the valley. Drainage problems affecting agriculture are almost as old as irrigated agriculture in the valley. As early as the 18go's, some cultivated lands were forced out of production because of salt and drainage problems. Despite the long history of drainage problems, efforts to solve them have been fragmented and remain uncompleted. Many people involved in drainage issues believe that a sustainable, long-term solution to the problems affecting agriculture will have to be accomplished in several phases. The first, and probably most critical, phase involves solving the problem of toxicants such as selenium. Understanding of drainage conditions and problems in the valley has been greatly improved in the last few years, and critical evaluation of potential measures for solving those problems is required. Some 70 individual options that potentially could contribute to management of the problems have been identified by the Drainage Program, including measures that are currently being practiced as well as those that are as yet unproven and still under investigation. This report presents preliminary planning alternatives utilizing several of these options, all of which represent currently available technologies. The alternatives represent short-term or interim fixes to address problems expected to exist in the year 2000; in most cases, however, the measures and associated benefits would extend for many years. The Drainage Program is in the process of developing additional alternatives to meet both short and long-term needs.
