Book excerpt: Since the College Cost Reduction and Access Act ([CCRAA], 20 U.S.C. ʹ 1001 et seq.) was signed into law in September of 2007, the issue of college access for youth experiencing homelessness has garnered increased attention. Among other provisions, the CCRAA confers independent student status on unaccompanied homeless youth. This status allows these youths' federal financial aid packages to be calculated based on their own income and assets, and not those of their parent(s) or guardian(s), and eliminates the need for the signature of a parent or guardian on the youths' Free Application for Federal Student Aid (FAFSA). This CCRAA provision has helped to ensure that unaccompanied homeless youth have access to the financial support necessary to pay for college. Gaining entry to college and securing financial aid, however, are only the first steps along the path to degree completion. While college entry statistics for low-income, first-generation college students demonstrate a modest narrowing of the gap between students in the top and bottom income quartiles (The Pell Institute 2015), bachelor's degree attainment statistics are far less encouraging. In response to the continued gap in degree attainment between low-income and high-income students, post-secondary institutions around the country are building programs aimed at providing post-matriculation support for students at high risk of dropping out, including students experiencing homelessness. This brief examines how the following universities are supporting their homeless student populations with the intention of spotlighting promising practices that may be replicated at other post-secondary institutions across the country: (1) Florida State University (FSU); (2) Kennessaw State University (KSU); and (3) the University of Massachusetts Boston (UMB). Chosen for their varying approaches to program development, these institutions demonstrate what can be done with no dedicated funding, a modest investment of institutional funding, and a fully-funded university center.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Under the Education for Homeless Children and Youth grant program, states and their school districts are required to identify homeless children and provide them with needed services and support. In fiscal year 2014, Education received about $65 million to administer this program. Education provided formula grants to states, which competitively awarded funds to school districts to help meet program requirements. GAO was asked to review program implementation and oversight. GAO examined (1) how districts identify and serve homeless students and challenges they face (2) how Education and states collaborate with other service providers to address student needs and any barriers, and (3) the extent to which Education monitors program compliance. GAO reviewed relevant federal laws, guidance, and reports, and analyzed Education's state and school district survey data from school year 2010-11. GAO also interviewed federal officials, and state and local officials in 20 school districts-representing a mix of urban, suburban, and rural districts and grant status-in four states, selected for geographic diversity and other characteristics, such as experience"

The third section, "Federal Legislation for the Homeless," describes provisions of the Stewart B. McKinney Homeless Assistance Act for homeless education. The fourth section, "Programs that Work," describes transitional programs in Tacoma (Washington), Salt Lake City (Utah), and San Diego (California), and mainstreamed programs in Venice (California), and New York City. Even those who are well-educated and hold professional credentials usually experience an initial drop in their status and earnings while they improve their English skills, re-take courses, and pass licensing exams needed to practice in this country. Those with less education may struggle to find employment sufficient to meet their families' basic needs. These economic challenges make immigrant families more likely to experience poverty and homelessness. Many immigrant children experiencing high mobility and poverty may be eligible for services under the McKinney-Vento Homeless Assistance Act. These services can help create a safe and welcoming environment for immigrant students and their parents who are experiencing homelessness. The McKinney-Vento Act promotes school stability by allowing eligible students to remain in the same school (school of origin) despite frequent moves. The Act requires each district to appoint a local homeless education liaison, who will examine each child or youth's situation on a case-by-case basis to determine eligibility. Strong collaborative relationships with Title III programs and community agencies enable liaisons to secure the most appropriate services for immigrant children and families, thereby enhancing their adjustment to the community. Local homeless education liaisons can increase opportunities for and the quality of parental participation in school activities for homeless immigrant parents by providing interpreters, explaining the school's expectations, and arranging transportation for school meetings.
