Book excerpt: In 2010, NATO decided to expand its ballistic missile defense program, in part because of the American offer to include its European Phased Adaptive Approach (EPAA) as the centerpiece of an expanded effort. For the Allies' part, few have actually contributed tangible ballistic missile defense assets, in terms of missile interceptors, radars or other sensors, or ballistic missile defense-related platforms. This is likely to have significant implications for the U.S. Army, which has an important but largely underappreciated role in NATO missile defense today. In particular, the Army is likely to face increased manpower demands, materiel requirements, and training needs in order to meet the demand signal created by the NATO ballistic missile defense program. Additionally, Army units involved directly in or in support of ballistic missile defense are likely to face a higher OPTEMPO than currently projected. Ultimately, this will exacerbate the perceived imbalance in transatlantic burden-sharing, particularly if the EPAA provides little, if any, benefit to the defense of U.S. territory, given Washington's decision to cancel Phase 4 of that framework.

This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Book excerpt: In response to changing threats in the region and new opportunities created by advances in missile defense technology, in September 2009 the President announced a new policy for missile defense of Europe, called the European Phased Adaptive Approach, or EPAA. DOD has emphasized the benefits of a policy of regional phased adaptive approaches, stating that it does not require a globally integrated missile defense architecture and that it relies on proven solutions. According to DOD, because EPAA is a policy, not a separate missile defense acquisition program, DOD intends to use the department's existing processes for managing missile defense acquisitions and the existing BMDS element-based acquisition approach for missile defense system elements, not one specific to EPAA, to approve system acquisitions. However, we found that DOD has not fully implemented a management process that synchronizes EPAA acquisition activities and ensures transparency and accountability. DOD has made progress in acquisition planning for technology development and systems engineering and testing and partial progress in defining requirements and identifying stakeholders but has not yet developed an EPAA acquisition decision schedule or an overall EPAA investment cost. The limited visibility into the costs and schedule for EPAA and the lack of some key acquisition management processes we found reflect the oversight challenges with the acquisition of missile defense capabilities that we have previously reported.

GAO reviewed key legislation, policy and guidance, and initial plans for implementation and asset allocation. GAO recommends that DOD provide guidance on EPAA end states; develop EPAA life-cycle cost estimates; and integrate its phase schedule with acquisition, infrastructure, and personnel activities. GAO also recommends that DOD adopt operational performance metrics and include them in the BMD test program. DOD generally concurred with GAO's recommendations.

Book excerpt: The United States developed the European Phased Adaptive Approach (EPAA) missile defense system to defend against a variety of current and future Iranian missile threats. Russia has expressed dissatisfaction with the system, protesting that it presented a significant threat to Russia's nuclear deterrent. U.S. officials have repeatedly stated that the EPAA does not pose a threat to Russia's missile forces, arguing that the system is designed for ballistic missile threats from outside the Euro-Atlantic area and can neither negate nor undermine Russia's strategic deterrent capabilities. Nevertheless, in 2013, the Obama administration canceled Phase 4 of the system. This report demonstrates that the restructured EPAA system is able to defend against a range of current and future Iranian missile threats and does not pose a threat to Russian intercontinental ballistic missiles. Canceling Phase 4 of the EPAA system has opened a window for the United States and Russia to come together on additional bilateral nuclear arms reduction measures and missile defense cooperation.
