The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. The JADO-H test team was given the specific focus of developing planning tactics, techniques, and procedures supporting the Deployable - Homeland Air and Cruise Missile Defense (D-HACMD) concept of operations (CONOPS) completed by NORAD in 2005. Since completion of the CONOPS, an actual deployment of this ground-based Army missile point-defense system in the homeland has occurred only twice-.on both occasions there were several months of planning lead time required for successful coordination. As can be imagined the ability to deploy this system in a crisis situation is critical. They also experienced tragic tactical failure with the fratricide of several coalition aircraft. These tactical failures may dominate lessoned learned from the conflict and conceal the significant operational considerations. The Operation Iraqi Freedom operational plan probably challenged many air and missile defender's conceptual models. Past experience and current air and missile defense doctrine promote force protection as the primary role of U.S. Army air and missile defense. Operations in Iraq pushed the air and missile defense system to give the joint force command freedom of action and force protection. This, undoubtedly, created cognitive tension within the air and missile defense community. This is good for the service and must be captured within air and missile defense doctrine. The purpose of this monograph is to determine whether or not Army air and missile defense planning and employment--air and missile defense design--has an operational art cognitive foundation. It combines the theory of operational art with a case study analysis of the 1973 Arab Israeli War and an assessment of current air and missile defense doctrine to answer this thesis question. Systems theory is the foundation of operational art. Therefore, the U.S. Army air and missile defense system merits are established first using complex adaptive systems evaluation criteria. An evaluation operational art theory and current joint and service operational doctrine establishes the operational art criteria. The operational design methodology provided within current joint and service doctrine forms the basis of these criteria. A case study of the 1973 Arab-Israeli War provides specific historical air and missile operational art lessons.

Book excerpt: The Army must take steps today if it is to provide effective air and missile defenses against the threats that will emerge 20 years hence. Most analysts predict that the globalization of the economy means that existing and new technologies will become increasingly available worldwide and that many sophisticated weapons will be easier and cheaper to produce or acquire. But trends in the international political sphere are harder to identify. The international arena has seen such flux in the past two decades that it is difficult to predict what changes will occur in the next 20 to 25 years, but they could be substantial. RAND examined how a wide range of possible trends might shape the future world situation. Doing so, we believe, provides insight into how these trends and accompanying technological changes might influence the Army's plans to develop its air and missile defenses (AMD). We drew on previous RAND work that characterized six possible futures for 2025 to establish a context for Army AMD in the period. Representative scenarios for each of these futures provided a means for illustrating how differing geopolitical or strategic situations might influence air and missile defense requirements for the future. We used the six scenarios to identify potential AMD shortfalls or redundancies in various settings and, consequently, those areas where the Army might best focus its research and development (R & D) efforts.
