Book excerpt: The Education Committee accepts that changes to student support needed to be made, but says that the delay in deciding on allocations and the guiding principles for distribution should not have been allowed to happen. The report states that the Government should have done more to acknowledge the Educational Maintenance Allowance's (EMA) combined impact on participation, attainment and retention, before it decided how to restructure financial support. The bursary scheme which is to replace the EMA will inevitably lead to inconsistencies which could distort young people's choices of where to study. It is not persuaded that bursaries administered by schools and colleges will necessarily be fairer or more discriminating than a slimmed-down, more targeted entitlement such as the EMA. The report also highlights the difficulty of transferring data between schools and colleges and encourages the Department for Education to do more to ensure that information about pupils' needs can move easily between educational institutions. The Committee supports the Government's focus on Apprenticeships but urges it to protect quality at the same time as increasing numbers participating. It also urges the Department for Education to fund the National Careers Service to provide face-to-face careers advice for young people

The Low Pay Commission consults with employers, workers and their representatives, with written evidence taken from over 90 organisations and individuals. The report is divided into 8 chapters with appendices, and covers the following areas: Chapter 1: Introduction; Chapter 2: Aggregate impact of the National Minimum Wage; Chapter 3: Low-paying sectors & small firms; Chapter 4: Particular groups of workers; Chapter 5: Young people; Chapter 6: Apprentices; Chapter 7: Compliance and enforcement; Chapter 8: Setting the rates. The Commission made the following recommendations, including: that the adult minimum wage rate should increase from £5.73 to £5.80 in October 2009; that youth development should increase from £4.77 to £4.83 and the rate for 16-17 year olds from £3.53 to £3.57 from October 2009. Also, that 21 year olds should be entitled to the adult rate of the National Minimum Wage and that a minimum wage for apprentices should be introduced under the National Minimum Wage.

Showing only too clearly the confusions and competitions which have bedevilled provision for this age group, THE AUTHORS′ VIEWS ARE CONVINCING AND CREDIBLE PARTLY BECAUSE-UNUSUALLY- THEY COME FROM NEITHER A ′PRO-SCHOOL′ OR A ′PRO-COLLEGE′ LOBBY.( Read , for example, the chapter on leadership to see how leaders in the two sectors-but providing for the same young people ! - can be seen being encouraged to move in different directions.) They rightly argue that this not the point. Although, like others, they argue that partnerships are the way ahead, they show that these so far have a poor record.
