Most currently used statistical methods for countermeasure evaluation assess the spot or local changes that result from the new treatment. The effects of the treatment on the entire system or near-by contiguous links are seldom evaluated. The new approach is ideal for applications where large quantities of data reside in a PC computer format. Incorporated in the methodology are known procedures for determining if regression-to-the-mean (RTM) problems exist and how those problems can be minimized when they are present. A previous research study developed a computer program - Bayesian Estimation of Accidents in Transportation Studies (BEATS) - that identifies and corrects RTM bias in highway safety studies. Step-by-step guidelines were developed on how to plan and use the new procedure to evaluate highway safety studies. The guidelines describe what are adequate sample sizes, how to identify RTM problems, and how computerized data analysis procedures can be used.
