Book excerpt: This document presents a verbatim report of speeches at a symposium of the Women's Commission for Refugee Women and Children, held in Washington, in April 1992. It is estimated that in the next two years, one million women of child-bearing age will be returning to their home countries. Making a success of this repatriation and learning from it are the subject of this symposium. Speakers included refugees, senior UN officials and members of the United States Congress. Prominent themes of the symposium were that prevention of refugee outflow and extension of internal protection should receive greater attention from the UN; internally displaced families are the most ignored group in terms of humanitarian assistance and protection; in the 1970s and 1980s industrialized countries were less willing to receive large-scale refugee influxes than were the less affluent developing countries; peace-keeping and conflict resolution are the best hope for repatriation and for preventing refugee outflow and internal displacement; and financial support should be secured in advance, so that tragedies can be addressed immediately without waiting for the international media to arouse sympathy. These emerging themes will require the shaping of new international responses. Specific recommendations were made concerning the repatriation and reintegration of families such as involvement of refugee women in the planning for repatriation, protection “en route” and upon return especially for widows and women heads of household, and maintenance of the health of returnees.
