Available in PDF, EPUB and Kindle. Book excerpt: Why did the New York City school district once have the lowest ratio of minority teachers to minority students of any large urban school system in the country? Using an array of historical sources, this provocative book explores the barriers that African American and Latino candidates faced in attempting to become public school teachers in New York from the turn of the century through the end of the 1970s. Christina Collins argues that no single institution or policy was to blame for the citys low numbers of non-white educators during this period. Instead, she concludes in this deeply researched book that it was the cumulative effect of discriminatory practices across an entire system of teacher training and selection that created New Yorks unique lack of racial diversity in its teaching force. Because of its size and diversity, New York represents a particularly valuable case study to learn more about the history of urban teachers in the United States. And, with the current mandate for qualified teachers under the federal No Child Left Behind Act, this fascinating historical account will be essential reading as we debate who is qualified to teach in public school classrooms now and in the future.

Book The Papers of Clarence Mitchell Jr Volume V

Download or read book The Papers of Clarence Mitchell Jr Volume V written by Clarence Mitchell Jr. and published by Ohio University Press. This book was released on 2022-08-02 with total page 674 pages. Available in PDF, EPUB and Kindle. Book excerpt: Volume V of The Papers of Clarence Mitchell Jr. records the successful effort to pass the 1957 Civil Rights Act: the first federal civil rights legislation since 1875. Prior to the US Supreme Court’s landmark 1954 decision in Brown v. Board of Education, the NAACP had faced an impenetrable wall of opposition from southerners in Congress. Basing their assertions on the court’s 1896 “separate but equal” decision in Plessy v. Ferguson, legislators from the South maintained that their Jim Crow system was nondiscriminatory and thus constitutional. In their view, further civil rights laws were unnecessary. In ruling that legally mandated segregation of public schools was unconstitutional, the Brown decision demolished the southerners’ argument. Mitchell then launched the decisive stage of the struggle to pass modern civil rights laws. The passage of the Civil Rights Act of 1957 was the first comprehensive lobbying campaign by an organization dedicated to that purpose since Reconstruction. Coming on the heels of the Brown decision, the 1957 law was a turning point in the struggle to accord Black citizens full equality under the Constitution. The act’s passage, however, was nearly derailed in the Senate by southern opposition and Senator Strom Thurmond’s record-setting filibuster, which lasted more than twenty-four hours. Congress later weakened several provisions of the act but—crucially—it broke a psychological barrier to the legislative enactment of such measures. The Papers of Clarence Mitchell Jr. is a detailed record of the NAACP leader’s success in bringing the legislative branch together with the judicial and executive branches to provide civil rights protections during the twentieth century.

Available in PDF, EPUB and Kindle. Book excerpt: The Unwieldy American State examines controversies over federal administrative law in the 1940s and 1950s. The seemingly arcane procedures used by federal administrative agencies to make rules, draft policies, and issue orders were a major political issue in the years following World War II, as politicians and lawyers tried to shape rules according to their own political preferences. Reforms changed both administrative operations and the public discussion surrounding them and made the administrative state more difficult to attack.

Book German Reparations and the Jewish World

Download or read book German Reparations and the Jewish World written by Ronald W. Zweig and published by Routledge. This book was released on 2014-02-25 with total page 245 pages. Available in PDF, EPUB and Kindle. Book excerpt: German Reparations and the Jewish World" has become a standard reference work since it was first published. Based extensively on archival sources, the author examines the difficult debate within the Jewish world whether it was possible to reach a material settlement with Germany so soon after Auschwitz. Concentrating on how the money was spent in rebuilding Jewish life, he also analyzes how the reparations payments transformed the relations bteween Israel and the diaspora, and between different Jewish political and ideological groups. This revised and expanded edition includes material on sensitive relief programmes from archives that have only recently been opened to researchers. In a new, extensive introductory essay the author reexamines the reparations, restitution and indemnification processes from the perspective of 50 years later.
