Available in PDF, EPUB and Kindle. Book excerpt: Rosemary Nelson, a solicitor in Lurgan, Northern Ireland, was murdered by a bomb exploding under her car near her home in March 1999. There were claims the police and government ignored a series of warnings about threats against her: concerns about her safety had been raised over a two-year period before she was killed. She had become a hate figure for hardline loyalists - and reportedly some police officers - because of some of the Republican clients she represented. It was claimed she had been threatened by RUC officers as well as loyalist paramilitaries. The Cory Collusion Inquiry (2004, ISBN 9780102927443) investigated the allegations of collusion between British security forces and paramilitaries in her murder, and concluded that there was enough evidence to warrant a full public inquiry. This Inquiry finds no evidence of any act by or within any of the state agencies (Royal Ulster Constabulary, the Northern Ireland Office or the Security Service) which directly facilitated the murder. Some members of the RUC did publicly abuse and assault her in 1997, and make abusive/threatening remarks about her to her clients, which became publicly known. Combined with intelligence leaks these had the effect of legitimising her as a target. There were omissions by the RUC and NIO which rendered her more at risk and more vulnerable. These omissions meant the state failed to take reasonable and proportionate steps to safeguard the life of Rosemary Nelson. The Inquiry finds no evidence of obstruction into the murder investigation, which was carried out with due diligence.

Most public discourse about excessive police violence focuses, understandably, on the horrors of civilian deaths. In From Enforcers to Guardians, Hannah L. F. Cooper and Mindy Thompson Fullilove approach the issue from a radically different angle: as a public health problem. By using a public health framing, this book challenges readers to recognize that the suffering created by excessive police violence extends far outside of death to include sexual, psychological, neglectful, and nonfatal physical violence as well. Arguing that excessive police violence has been deliberately used to marginalize working-class and minority communities, Cooper and Fullilove describe what we know about the history, distribution, and health impacts of police violence, from slave patrols in colonial times to war on drugs policing in the present-day United States. Book excerpt: This book explores the challenges of combating terrorism from a policing perspective using the example of the Royal Ulster Constabulary GC (RUC) in Northern Ireland. The RUC was in the frontline of counter-terrorism work for thirty years of conflict during which time it also provided a normal policing service to the public. However, combating a protracted and vicious terrorist campaign exacted a heaving price on the force. Importantly, the book addresses a seriously under-researched theme in terrorism studies, namely, the impact of terrorism on members of the security forces. Accordingly, the book examines how officers have been affected by the conflict as terrorists adopted a strategy which targeted them both on and off duty. This resulted in a high percentage of officers being killed whilst off duty - sometimes in the company of their wives and children. The experience of officers' wives is also documented thus highlighting the familial impact of terrorism. Generally speaking, the victims of terrorist attacks have received scant scholarly attention which has resulted in victims' experiences being little understood. This piece of work casts a specific and unique light on the nature of victimhood as it has been experienced by members of this branch of the security forces in Northern Ireland.

The last fifty years have seen the increase in the numbers and intensity of insurgencies worldwide, particularly in urban insurgencies. Global trends of virtually unconstrained population growth and urbanization (particularly in underdeveloped countries), globalization and the information revolution create conducive environments for urban insurgency. The approach taken in this thesis is to examine three exemplar case studies to determine causation in the outcome of the urban insurgencies, their purposes, differences in technique between rural and urban insurgency, the advantages and disadvantages of the urban insurgent, and whether these advantages were capitalized upon in order to determine the feasibility of urban insurgency in the modern era. The case studies examined were the Battle of Algiers from 1956 to 1957, Uruguay from 1962 to 1972, and Northern Ireland from 1969 to 1974. The conclusion of this work is the feasibility of modern urban insurgency. Urban insurgents will apply modern technologies to enhance their security, use discriminate targeting, especially in economic targeting, and skillfully conduct information operations in exploitation of the media and technologies for dissemination. Counterinsurgents must win the information war and execute a coherent strategy addressing the underlying cause of insurgency to prevail.
