Book excerpt: The Help America Vote Act of 2002 requires the states to develop a single, computerized voter registration data base (VRD) that is defined, maintained, and administered at the state level. To help the states with this task, the U.S. Election Assistance Commission asked the NRC to organize a series of workshops and prepare an interim report addressing the challenges in implementing and maintaining state VRDs. The EAC also asked the NRC to advise the states on how to evolve and maintain the databases so that they can share information with each other. This report provides an examination of various challenges to the deployment of state VRDs and describes potential solutions to these challenges. This interim report's primary focus is on shorter-term recommendations although a number of long-range recommendations are presented. The final report will elaborate on the long-range questions and address considerations about interstate interoperability of the VRDs.

Federal law requires that states create and maintain statewide databases to serve as the central source of voter registration information. Citizens' ability to get on the rolls - and thus their ability to vote and have their votes counted - now depend on the policies and procedures governing the use of these databases in the voter registration process. The new statewide databases, and their role in the voter registration process, are poorly understood, but extremely consequential. This report, issued just as the state databases begin to come online, presented the first comprehensive catalog of the widely varying state database practices governing how (and in some cases, whether) individuals seeking to register will be placed on the voter rolls. The report covers each state's extant and anticipated voter registration process as of early 2006, from the application form up through Election Day - including the intake of registration forms, the manner in which information from the forms may be matched to other government lists, the consequences of the match process, and any opportunity to correct errors. In addition to state-by-state summaries, the report includes policy recommendations regarding the registration process, based on state practice and comparative research from other fields.

To conduct an election during the COVID-19 pandemic, states need registration and voting options that minimize direct personal contact and that reduce crowds and common access to high-touch surfaces. Another way to think about preparedness for conducting elections during a pandemic is to consider the flexibility that state election processes afford in terms of where, when, and how voters can get registered and cast votes. Particularly valuable to flexibility in the pandemic context are options that allow for the registration and voting processes to happen remotely or in ways that reduce person-to-person contact. This tool supplements a companion report and provides state-by-state granular details about voter registration, remote voting, and early voting, including references to relevant state laws. This report is part of RAND's Countering Truth Decay initiative, which is focused on restoring the role of facts, data, and analysis in U.S. political and civil discourse and the policymaking process.
