Sir: - In compliance with section 9 of chapter 449 of the Acts of 1910, the Board of Registration of Nurses respectfully submits its annual report for the year ending Dec. 31, 1912. The number of nurses applying for registration this year is 220; number registered is 195; rejected, 18; and 7 are enrolled for examination next month. The number of nurses registered since the organization of the Board in October, 1910, is 5,499. Of this number, 5,208 were registered under the provisions of section 5 of the registration act, which provided for the registration during a limited period of two classes of nurses without requiring any examination test whatever as to their fitness to care for the sick. One class included applicants who had been engaged in nursing as an occupation during the five years next prior to the date of application; the other class included applicants who had "had such experience in a hospital or training school as in the opinion of the board would justify registration." This classification is regarded as a most unfortunate feature of the law, unjust both to the trained nurse and to the public. A knowledge of nursing acquired solely by an experience of five years in intermittent caring for the sick cannot be regarded as an equivalent of three, or even of two, years of constant preparation in a hospital-training school. Of the number 5,208, registered as provided in section 5, without an examination, 588 belong to the five-year class. Registration under section 5 ceased in April, 1911. Since that time 291 applicants have been registered, and 24 have been rejected. The law requires the Board to hold three examinations in each year, one in January, one in April and one in October.
