Book excerpt: In a study crucial to our understanding of American social inequality, Edna Bonacich and Richard Appelbaum investigate the return of sweatshops to the apparel industry, especially in Los Angeles. The "new" sweatshops, they say, need to be understood in terms of the decline in the American welfare state and its strong unions and the rise in global and flexible production. Apparel manufacturers now have the incentive to move production to wherever low-wage labor can be found, while maintaining arm's-length contractual relations that protect them from responsibility. The flight of the industry has led to a huge rise in apparel imports to the United States and to a decline in employment. Los Angeles, however, remains a puzzling exception in that its industry employment has continued to grow, to the point where L.A. is the largest center of apparel production in the nation. Not only the availability of low-wage immigrant (often undocumented) workers but also the focus on moderately priced, fashion-sensitive women's wear makes this possible. Behind the Label examines the players in the L.A. apparel industry, including manufacturers, retailers, contractors, and workers, evaluating the maldistribution of wealth and power. The authors explore government and union efforts to eradicate sweatshops while limiting the flight to Mexico and elsewhere, and they conclude with a description of the growing antisweatshop movement. Book excerpt: Indonesia's gross domestic product growth rate declined significantly after the Asian financial crisis (AFC) of 1997–1998. The country's potential and balance-of-payments growth rates are only about 5.5% and 3%, respectively. One important reason is that the country's industrialization pace declined after the AFC. Today, Indonesia is still exporting many unprocessed natural resources and simple manufactures (not complex products) with a low income elasticity of demand. This report analyzes how Indonesia's manufacturing sector could diversify and upgrade during 2020–2024 and beyond. This is essential if Indonesia is to attain upper middle-income status as soon as possible. Policy makers and the private sector need to collaborate to identify the coordination failures that hamper the discovery of those products that Indonesia could successfully produce and export. These must be complex products with a high income elasticity of demand. The report proposes a number of policies to expedite this process.

Book excerpt: This book examines how light manufacturing can offer a viable solution for Sub-Saharan Africa's need for structural transformation and productive job creation, given its potential competitiveness based on low wage costs and an abundance of natural resources that supply raw materials needed for industries. Based on five different analytical tools and data sources, the book examines in detail the binding constraints in each of the subsectors relevant for Sub-Saharan Africa (SSA): apparel, leather goods, metal products, agribusiness, and wood products. Ethiopia is used as an example, with Vietnam as a comparator and China as a benchmark, and with insights from Tanzania and Zambia used to draw out lessons more broadly for SSA. The book recommends a program of focused policies to exploit Africa's latent comparative advantage in a particular group of light manufacturing industries - especially leather goods, garments, and agricultural processing. These industries hold the prospect of initiating rapid, substantial, and potentially self-propelling waves of rising output, employment, productivity, and exports that can push countries like Ethiopia on a path of structural change of the sort recently achieved in both China and Vietnam. The timing for these initiatives is very appropriate as China's comparative advantage in these areas is diminishing due to steep cost increases associated with rising wages and non-wage labor costs, escalating land prices, and mounting regulatory costs. Five features of this book distinguish it from previous studies. First, the detailed work on light manufacturing at the subsector and product levels in five countries provide in-depth cost comparisons between Asia and Africa that can be used as a framework for future studies. Second, the book uses a wide array of quantitative and qualitative techniques to identify key constraints to enterprises and to evaluate firm performance differences across countries. Third, the findings that firm constraints vary by country, sector, and firm size led to a focused approach to identifying constraints and combining market-based measures and select government intervention to remove them. Fourth, the solution to light manufacturing problems cuts across many sectors: solving the manufacturing inputs problem requires solving specific issues in agriculture, education, and infrastructure. African countries cannot afford to wait until all the problems across sectors are resolved. Fifth, the book draws on experiences and solutions from other developing countries to inform its recommendations. This book will be very valuable to African policy makers, professional economists, and anyone interested in the economic development, industrialization, and structural transformation of developing countries.

The first is obvious when we read the newspapers or talk with our friends and neighbors: there are simply not enough jobs to go around. The second jobs crisis is more subtle but no less serious: far too many jobs fall below the standard that most Americans would consider decent work. A quarter of working adults are trapped in jobs that do not provide living wages, health insurance, or much hope of upward mobility. The problem spans all races and ethnic groups and includes both native-born Americans and immigrants. But Good Jobs America provides examples from industries ranging from food services and retail to manufacturing and hospitals to demonstrate that bad jobs can be made into good ones. Paul Osterman and Beth Shulman make a rigorous argument that by enacting policies to help employers improve job quality we can create better jobs, and futures, for all workers. Good Jobs America dispels several myths about low-wage work and job quality. The book demonstrates that mobility out of the low-wage market is a chimera—far too many adults remain trapped in poor-quality jobs. Osterman and Shulman show that while education and training are important, policies aimed at improving earnings equality are essential to lifting workers out of poverty. The book also demolishes the myth that such policies would slow economic growth. The experiences of countries such as France, Germany, and the Netherlands, show that it is possible to mandate higher job standards while remaining competitive in international markets. Good Jobs America shows that both government and the firms that hire low-wage workers have important roles to play in improving the quality of low-wage jobs. Enforcement agencies might bolster the effectiveness of existing regulations by exerting pressure on parent companies, enabling effects to trickle down to the subsidiaries and sub-contractors where low-wage jobs are located. States like New York have already demonstrated that involving community and advocacy groups—such as immigrant rights organizations, social services agencies, and unions—in the enforcement process helps decrease workplace violations. And since better jobs reduce turnover and improve performance, career ladder programs within firms help create positions employees can aspire to. But in order for ladder programs to work, firms must also provide higher rungs—the career advancement opportunities workers need to get ahead. Low-wage employment occupies a significant share of the American labor market, but most of these jobs offer little and lead nowhere. Good Jobs America reappraises what we know about job quality and low-wage employment and makes a powerful argument for our obligation to help the most vulnerable workers. A core principle of U.S. society is that good jobs be made accessible to all. This book proposes that such a goal is possible if we are committed to realizing it.
