Book excerpt: During recessions state government fiscal crises are widespread, as states find their revenues inadequate to meet their expenditure demands. This volume shows that state fiscal crises have only one significant cause: revenue downturns associated with recessions. Other analysts have argued that fiscal crises are the result of an interaction of many complex causes, including inadequate tax bases, increasing expenditure demands, and limits placed on state governments by voters. This analysis examines these other factors and shows that while they present significant challenges to state policymakers, they are not the cause of fiscal crises. The book presents an improved methodology for measuring cyclical variability of revenues and uses this methodology to show that there is no way to restructure state tax systems in order to appreciably reduce the fiscal stress associated with recessions. Fiscal stress can be lessened by setting aside revenues during prosperous years in a rainy day fund, but current rainy day funds are not large enough to eliminate the fiscal stress caused by recessions.

The paper focuses attention on three particular theoretical issues. First, the results offer support for a life-cycle stability hypothesis, which suggests that age, experience, and geographic living preferences foster a reluctance to change jobs, a reluctance which is compounded by economic/familial constraints for primary wage earners and members of large households. Second, the results show that females are significantly less likely to state an intention to quit, a finding running counter to previous research. We argue that this finding reflects changing patterns of female labor force participation, and the particular advantages that the public sector offers to female employees. Third, the results allow us to distinguish between the relative contributions of three potentially overlapping concepts: organizational loyalty, voice and empowerment, and find that while organizational loyalty and empowerment reduce intent to quit, voice is not a significant predictor of turnover intention. In addition to these findings, the paper provides a detailed test of different human resource management policies, and provides particular support for diversity policies.

How do high-ranking career bureaucrats try to ensure administrative continuity? The answers are sought in this analysis of the relations between appointees and bureaucrats that uses the participants' own words to describe the imperatives they face and the strategies they adopt. Shifting attention away form the well-publicized actions of the President, High Heclo reveals the little-known everyday problems of executive leadership faced by hundreds of appointees throughout the executive branch. But he also makes clear why bureaucrats must deal cautiously with political appointees and with a civil service system that offers few protections for broad-based careers of professional public service. The author contends that even as political leadership has become increasingly bureaucratized, the bureaucracy has become more politicized. Political executives—usually ill-prepared to deal effectively with the bureaucracy—often fail to recognize that the real power of the bureaucracy is not its capacity for disobedience or sabotage but its power to withhold services. Statecraft for political executives consists of getting the changes they want without losing the bureaucratic services they need. Heclo argues further that political executives, government careerists, and the public as well are poorly served by present arrangements for top-level government personnel. In his view, the deficiencies in executive politics will grow worse in the future. Thus he proposes changes that would institute more competent management of presidential appointments, reorganize the administration of the civil service personnel system, and create a new Federal Service of public managers.
