Book excerpt: This book examines the strategies of regional powers in the Middle East regarding their response to cases of state failure in the region, thus connecting the theoretical concepts of statehood, state failure, and revisionist and pro-status quo interventionist behavior. Through a detailed comparative analysis of five case studies of failed states occurring in the region during 1960–2010s –Yemen (1962–1970), Lebanon (1975–1989), Iraq (2003–2020), Yemen (2004–2020), and Syria (2011–2020) – the author employs the conceptual theory of balance of power to analyze the behavior of six regional powers in the Middle East: Egypt, Iran, Israel, Syria (pre-2011), Saudi Arabia, and Turkey toward each one of those cases. The book proposes that when states become failed states, regional powers with revisionist strategies expand into them, which in turn induce status quo regional powers to react by imposing balancing action, and that this power struggle turns failed states into battlegrounds for regional power (im)balances. This book offers empirical and theoretical insights into regional politics of the Middle East over the past six decades, contributes to international policy and security studies scholarship from a Middle East regional perspective, and draws attention to the importance of analyzing the destabilizing and historical consequences of state failures for contemporary contexts.

Book excerpt: This research examines the relationship between grand power strategies of revisionism and status quoism and behavior toward failed states in the Middle East. This research is driven by four interrelated questions: Do the grand strategies determine the behavior of regional powers (expansion or non-expansion) toward failed states? Do revisionist powers expand while status quo powers do not? Do status quo powers balance against revisionist powers when such expansion occurs? Do revisionist powers balance against each other over failed state(s)? Finally, do revisionist and status quo powers align together to balance against other revisionist power(s)? To examine these questions, this dissertation proposes four hypotheses. First, revisionist powers, not status quo powers, expand into failed states by taking advantage of the power vacuum created by state failure. Secondly, since this expansion by revisionist powers threatens the existing power distribution, status quo powers take balancing measures against the expanding power(s). Third, revisionist powers are also expected to balance against each other over failed states if they fail to agree on dividing the spoils. Fourth, when revisionist powers balance against each other, alliance is likely to develop between revisionist and status quo powers against the most threatening expanding power. This research examines the behavior of six regional powers of Egypt, Iran, Israel, Saudi, Syria 1970-2010, and Turkey toward four cases of state failure of Yemen 1962-1970, Lebanon 1975-1989, Yemen 2004-2020, and Syria 2011-2020.

This text aims to fill a gap in the field of Middle Eastern political studies by combining international relations theory with concrete case studies. It begins with an overview of the rules and features of the Middle East regional system—the arena in which the local states, including Egypt, Turkey, Iran, Israel and the Arab states of Syria, Jordan and Iraq, operate. The book goes on to analyse foreign-policy-making in key states, illustrating how systemic determinants constrain this policy-making, and how these constraints are dealt with in distinctive ways depending on the particular domestic features of the individual states. Finally, it goes on to look at the outcomes of state policies by examining several major conflicts including the Arab-Israeli conflict and the Gulf War, and the system of regional alignment. The study assesses the impact of international penetration in the region, including the historic reasons behind the formation of the regional state system. It also analyses the continued role of external great powers, such as the United States and the former Soviet Union, and explains the process by which the region has become incorporated into the global capitalist market.

Studies on the Middle East are more often than not one-sided because of the pre dominating interest in the Arab-Israeli conflict and the economic factors relating to the supply of oil. At the Hamburg Conference, however, the participants concentrated main lyon examining such aspects of the situation as are far too often relegated to the side lines. In order to illustrate what those neglected topics are one should refer to two major examples: 1) the religio-cultural identity of Arabs and Israelis, 2) the tackling of political issues in Arab and Israeli literature.

Book excerpt: Failed states are a huge problem in international relations, threatening world order in a number of ways. Conflicts in failed states often spill unto neighbouring states, failed states make for unreliable partners in the resolution of global social problems such as poverty and AIDS, and failed states magnify the effects of natural disasters such as hurricanes and earthquakes. In response to the multiple threats posed by failed states, working states, sometimes acting alone sometimes in concert with others, have undertaken military operations, often under the rubric of humanitarian intervention. This book is a historical study of state failure, underdevelopment and foreign intervention in light of the Haitian experience with all three. Its main thesis is that state failure has been a recurring feature of Haitian political life for much of the country’s history, and this inability of the Haitians to craft a viable political order is at the heart of Haitian poverty and underdevelopment. Haitian state-making failure is underwritten by a complex array of deleterious local and external institutions, as well as natural constraints, including class, lack of elite cohesion, geography, population growth, the social origins of the Haitian polity, imperialism, and technology.

In "NBC and Missile Proliferation in the Middle East," Lawrence Scheinman summarizes the nuclear, biological, and chemical weapons capabilities and missile systems of Egypt, Iran, Iraq, Israel, Libya, and Syria. Scheinman argues that that stability in the region is best served by universal adherence to treaties to prevent the proliferation of weapons of mass destruction (WMD). Anthony R. Cordesman, in his essay "Recent Developments in the Persian Gulf," looks at both the conventional and WMD military balance between the states in the region. He assesses the volume of arms transfers to each state in the region and their impact on balance of power in the region. In "Arab Perspectives on Middle Eastern Security," Ibrahim A. Karawan, concludes that the lack of success in curbing the spread of nuclear weapons in the Middle East is not surprising. Karawan asserts that the proliferation of chemical and biological weapons among Arab and Middle East states is a natural deterrence response. Avner Cohen, in "Regional Security and Arms Control in the Middle East: The Nuclear Dimension," explains the diametrically opposite approaches taken by the two sides in the arms control and regional security negotiations. Cohen asserts that the future of nuclear arms control in the region will depend on progress toward the settlement of the Arab-Israeli conflict and the evolution of politics and society in states outside the region. In "The Egyptian-Israeli confrontation over the Nuclear Nonproliferation Treaty," W. Andrew Terrill compares and contrasts the Egyptian and Israeli views of how best to achieve a nuclear-free zone in the Middle East.
