Book excerpt: While many Americans might agree on the importance of preparing young people for democratic life, civic education receives relatively less attention than other school subjects. Student performance on civic assessments reflects the limited focus of schools on civic learning. While many individuals and organizations have sought to address the poor condition of civic education, the problem remains acute. Recently, the Education Commission of the States convened a group of civic education leaders to design a new framework for state policy to support students' effective participation in civic life. Participants included students, educators, policymakers and other experts. At this meeting, participants helped create a model for education, prekindergarten through postsecondary (P-20), which identifies preparation for civic life as a core purpose of schools. This State Civic Education Policy Framework captures the expertise and recommendations of meeting participants and is informed by leading research on civic education. This Framework is intended to guide state policymakers as they address the complexities of preparing students for college, career and civic life. It allows for adaptation to state- and site-specific circumstances and may be adopted in whole or in piecemeal fashion, according to states' individual circumstances. In addition to the Framework, this document includes examples to demonstrate how current state efforts are leading to significant, positive change in civic education for all students, P-20. The following are appended: (1) Civics Education Defined; (2) Civic Assessment Data; (3) ECS 2013 Civic Education State Policy Scan; (4) Recommendations for State Policymakers; (5) Sample Assessments; and (6) Thinkers' Meeting Attendees.

It identifies the main actors that called for civic education reform, describes their motivations and policy platforms, and documents the path taken to capture state policy agendas. It argues that No Child Left Behind incentivized civic education advocates to mobilize a “call to action” to restore emphasis on civics that materialized into national policy reform proposals that successfully captured the agendas of state legislatures and bureaucracies. This book analyzes the implementation and sustainability of these civic education policy reforms by undertaking a comparative case study analysis of school districts in Utah and Connecticut. Through the voices of teachers and district administrators, the book tells the story of what happened when these state policy reforms inspired by national initiatives hit the local level where the rubber meets the road. As ideological debates about schools and democracy unfold across the country, as civic education advocates and proposals proliferate, this book treats civic education not as panacea but as a concrete policy area to be analyzed and understood. It contextualizes the current debate and offers a critical assessment of the most recent, comprehensive state-level civic education policy reform. It argues that while questions linger about what type of civic-inspired educational interventions remains most effective for whom, where, and why, the implementation of such interventions are profoundly impacted by local actors and local politics and that future initiatives should take this dimension into consideration.

Other nations have long experience with the funding and regulation of nonpublic schools, including religious schools. This book asks what U.S. policymakers, public officials, and citizens can learn from these experiences. In particular, how do other countries regulate or structure publicly funded educational choice with an eye toward civic values—looking not only for improvements in test scores, but also in tolerance, civic cohesion, and democratic values such as integration across the lines of class, religion, and race? The experience of Europe and Canada with school choice is both extensive and varied. In England and Wales, public school choice is widespread, as parents play a significant role in selecting the school their children will attend. In the Netherlands and much of Belgium, a majority of students attend religious schools at government expense. In Canada, France, and Germany, state-financed school choice is limited to circumstances that serve particular social and governmental needs. In Italy, school choice has just recently arrived on the policy agenda.
