The out lines for evaluating resources and planning State and community action are based upon thirds of child health; education, and social welfare which by the 1940 White House Con ference on Children in a Democracy. The Conference recognized that the State and the local communities, together with parents, have primary responsibility for making these standards a reality. The Wartime emergency has served to emphasize the urgency of making generally available throughout the Nation those services which are needed to assure children their full chance in life. The rapidly developing interest in planning for the post-war period has drawn attention to the necessity for coordinated State and com munity planning and action in behalf of children. The material was compiled by Emma O. Lundberg, Consultant in Social Services for Children, with the collaboration of the various divisions of the Bureau, which prepared certain of the outlines for study. The United States Office of Education and the American Library Association furnished the outlines relating to education and library service, respectively. Over the last decade, a growing body of research has significantly strengthened understanding of healthy MEB development and the factors that influence it, as well as how it can be fostered. Yet, the United States has not taken full advantage of this growing knowledge base. Ten years later, the nation still is not effectively mitigating risks for poor MEB health outcomes; these risks remain prevalent, and available data show no significant reductions in their prevalence. Fostering Healthy Mental, Emotional, and Behavioral Development in Children and Youth: A National Agenda examines the gap between current research and achievable national goals for the next ten years. This report identifies the complexities of childhood influences and highlights the need for a tailored approach when implementing new policies and practices.
