Book excerpt: This paper is the latest in the Scotland analysis series and explores how an integrated domestic environment for research in publicly funded institutions supports the UK's, including Scotland's, excellent and thriving research base which is vital for innovation and economic success. An independent Scottish state would become responsible for deciding how much to spend on research activity and how to distribute research funding. In order to replace the 2012-13 level of Research Council expenditure in Scotland (£307 million), the government of an independent Scottish state would have to spend 0.23 per cent of 2012 GDP on research or seek additional funding from elsewhere such as overseas, businesses or charities. Businesses and research charities could, however, face additional administrative burdens created by divergences in regulatory regimes and tax jurisdictions, meaning funding projects in both the continuing UK and an independent Scottish state could become more complex. UK national institutions would operate on behalf of the continuing UK as before but would have no power or obligation to act in, or on behalf of, an independent Scottish state. In the event of independence the single strategic and highly integrated research framework would be likely to diverge as an independent Scottish state set and deliver its own research priorities. Research collaborations between the continuing UK and an independent Scottish state would be international collaborations associated with levels of risk not present in domestic collaborations. Research excellence is also supported by the ability of researchers and staff to move freely across the UK and elsewhere, thereby supporting the flow of knowledge

All of these raised tantalizing further questions about the structure and dynamics of the Sun as the prototypical and best observed star. This Advanced Study Institute was timed at a pivotal point between that decade and the realisation of Yohkoh, Ulysses, SOHO, GRANAT, Coronas, and new ground-based optical facilities such as LEST and GONG, so as to teach and inspire the up and coming young solar researchers of the 1990s. The topics, lecturers, and students were all chosen with this goal in mind, and the result seems to have been highly successful by all reports.

Book excerpt: With just over sixteen months to go before the Scottish referendum there are still significant gaps in the Scottish Government's proposed foreign policy, according to a report published today by the Foreign Affairs Committee. There has not been enough analysis on what sort of overseas diplomatic network and external security and intelligence provision Scotland would have to set up. There needs to be a more realistic assessment of the extent to which Scotland could expect the rest of the UK (RUK) to co-operate with, and support it, on security and intelligence. There is a pressing need for official legal advice on a wide range of international legal issues including EU accession, EU opt-outs and membership of international organisations. The Report says that the overwhelming body of law, evidence, practice and precedent supports the view that the RUK would inherit the vast majority of the UK's international rights and obligations whereas Scotland would start anew internationally if it became independent. Having two co-equal states could lead to a level of legal and political insecurity that would not be tolerated by other states. The report disputes the view that Scotland's journey towards membership of the EU and NATO would be straightforward. It is for the EU itself to determine in accordance with its regulations whether and how Scotland would become a member. Scotland may have to make trade-offs to secure the unanimous support it would need from within the EU.
