The variable nature of these projects, however, can make it difficult to estimate construction staff requirements for both the short and long term. This study gathered information on the methods being used at highway transportation agencies to forecast staffing requirements. These methods are diverse and range from simple heuristics based on generic project types to multi-variate regression models developed from historical project data. Information for this study was acquired through a literature review, surveys of state transportation agencies, and site visits to non-state agencies. Timothy R.B. Taylor and William F. Maloney, University of Kentucky Department of Civil Engineering, Lexington, Kentucky, collected and synthesized the information and wrote the report. The members of the topic panel are acknowledged on the preceding page. This synthesis is an immediately useful document that records the practices that were acceptable with the limitations of the knowledge available at the time of its preparation. Book excerpt: Boston's Central Artery/Tunnel Project, a 7.8 mile system of bridges and underground highways and ramps, is the most expensive public works project ever undertaken in the United States. The original cost estimate of $2.6 billion has already been exceeded by $12 billion, and the project will not be completed until 2005, seven years late. The Massachusetts Turnpike Authority (MTA), the public steward of the project, requested that the National Research Council carry out an independent assessment of the project's management and contract administration practices, with a focus on the present situation and measures that should be taken to bring the project to a successful conclusion. This report presents the committee's findings and recommendations pertaining to cost, scheduling, and transitioning from the current organization dominated by consultants to an operations organization composed largely of full-time MTA staff. The report recommends that MTA establish an external, independent, peer-review program to address technical and management issues until the transition to operations and maintenance is complete; begin a media campaign now to teach drivers how to use the new system safely; and develop, immediately implement, and maintain a comprehensive security program.

Book excerpt: This research addresses legislative impediments inherent to working in the government construction industry by investigating whether benefits exist when using alternative project delivery methods, and whether legislative limitations allowing the use of alternative project delivery methods impede any such benefits from being realized. The research begins by defining the project delivery method process, and explains in detail the four primary types and how they function. The research then provides a qualitative study that presents the perceived advantages and disadvantages of each method. Then, a second literature review provides an overview of previously published research in project delivery method selection, and examines federal and state legislative trends to establish the growing debate associated with alternative project delivery methods, focusing on the design-build method of project delivery. Finally, a quantitative analysis is presented to test whether federal and state legislative limitations influence the realization of any benefits of alternative project delivery methods, and specifically design-build, for federal projects. Project characteristics from the U.S. General Services Administration Capital Construction Project database are tested. The research suggests that when an alternative project delivery method, specifically design-build, is chosen, there are benefits in time and cost savings, and the ability to use the alternative project delivery method is affected by the removal of federal and state legislative impediments.

Researchers use these statistical methods to examine the choices that consumers, households, firms, and other agents make. Each of the major models is covered: logit, generalized extreme value, or GEV (including nested and cross-nested logits), probit, and mixed logit, plus a variety of specifications that build on these basics. Simulation-assisted estimation procedures are investigated and compared, including maximum stimulated likelihood, method of simulated moments, and method of simulated scores. Procedures for drawing from densities are described, including variance reduction techniques such as anithetics and Halton draws. Recent advances in Bayesian procedures are explored, including the use of the Metropolis-Hastings algorithm and its variant Gibbs sampling. The second edition adds chapters on endogeneity and expectation-maximization (EM) algorithms. No other book incorporates all these fields, which have arisen in the past 25 years. The procedures are applicable in many fields, including energy, transportation, environmental studies, health, labor, and marketing.

Book excerpt: Current Arguments in Composition Series The Hidden Inequities in Labor-Based Contract Grading intervenes in the increasingly popular practice of labor-based grading by expanding the scope of this assessment practice to include students who are disabled and multiply marginalized. Through the lens of disability studies, the book critiques the assumption that labor is a neutral measure by which to assess students and explores how labor-based grading contracts put certain groups of students at a disadvantage. Ellen C. Carillo offers engagement-based grading contracts as an alternative that would provide a more equitable assessment model for students of color, those with disabilities, and students who are multiply marginalized. This short book explores the history of labor-based grading contracts, reviews the scholarship on this assessment tool, highlights the ways in which it normalizes labor as an unbiased tool, and demonstrates how to extend the conversation in new and generative ways both in research and in classrooms. Carillo encourages instructors to reflect on their assessment practices by demonstrating how even assessment methods that are designed through a social-justice lens may unintentionally privilege some students over others.
