Available in PDF, EPUB and Kindle. Book excerpt: Get the right directions for federal travel! Don't get lost in the tangled web of rules and regulations governing federal travel. Make sure you have the one guide that will put you on the road to being a knowledgeable and compliant government traveler— Navigating Federal Travel: A Q & A Roadmap. This essential reference is geared not only to government travelers and those authorizing and approving travel, but also to those who provide travel management services to government agencies. The guide is organized in question-and-answer format, similar to the Federal Travel Regulation (FTR), and is presented to be readily accessible and informative. The information is based on the author's years of experience as a federal travel manager as well as the FTR, Government Accountability Office and Civilian Board of Contract Appeals decisions, and pertinent legislation and mandates. As a supplement to the FTR, the guide includes examples of actual and potential situations the traveler may encounter before, during, and after approval of authorized travel. The book offers clear and concise information on: • How to determine the need for travel • How travel is authorized and by whom • How the employee pays for expenses incurred in performing official travel • How the employee is reimbursed for authorized travel and travel-related expenses. Navigating Federal Travel also includes coverage of best practices for the Agency/Organization Program Coordinator (A/OPC), who is responsible for managing the government travel charge card program. Appendices offer helpful websites and resources as well as special information for relocation. Get the right directions and follow the rules with Navigating Federal Travel: A Q & A Roadmap.

Book Proposals for Improving the Management of Federal Travel

Download or read book Proposals for Improving the Management of Federal Travel written by United States. General Accounting Office and published by . This book was released on 1980 with total page 53 pages. Available in PDF, EPUB and Kindle. Book excerpt: GAO discussed the elements of a good travel management system; current policies and procedures to budget, monitor, and authorize travel in the Federal Government; the equity of different military and civilian travel reimbursement practices; recent travel management initiatives; and the applicability of private sector travel policies and practices to Federal travel management. Travel in the Departments of Agriculture and the Army and the findings of congressional investigative staffs in the Departments of Labor and Health and Human Services and the Environmental Protection Agency were reviewed. Budgets are essentially based on past levels of travel expenditures. The lack of accurate data on the cost and purposes of travel can make travel budgets unreliable and travel unmanageable. The President's 1981 budget did not reflect all of the reductions in 1980 travel mandated by Congress. Loose authorization procedures and lax management attitudes have hindered effective travel management. Department of Agriculture employees use general travel authorizations beyond the scope intended for their use. Agriculture has delegated trip approval to first-line supervisors who may not be aware of the agency's priorities and travel funds' availability. Congress has cited numerous examples of questionable travel practices in the Departments of Labor and Health and Human Services and in the Environmental Protection Agency. These include unjustifed use of first-class accommodations, frequent use of personal leave in conjunction with official travel, retreats held for top managers attended largely by headquarters personnel, and questionable need for travel by secretaries. Similar abuses of conference travel have been reported at the General Services Administration. Different statutes, written by different authorities, established travel entitlements for civilian and uniformed personnel and, as a result, they receive different entitlements for similar travel. Differences also occur when Congress does not simultaneously raise the per diem ceilings for the two groups.
