Book The Alleviation of Poverty Under Structural Adjustment

Download or read book The Alleviation of Poverty Under Structural Adjustment written by Lionel Demery and published by World Bank Publications. This book was released on 1987-01-01 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study has identified a number of examples in which concerns about the alleviation of poverty have been given some practical expression in adjustment programs. Because most of these examples are of very recent origin, it is difficult to assess how effective they have been in helping the poor. First, one striking feature of the illustrations compiled is that they are invariably orderly or planned structural adjustment programs that have often been implemented with Bank assistance (Bolivia, Cote d'Ivoire, The Gambia, Indonesia, Jamaica, and Thailand). Second, income distributions will inevitably change during adjustment. These changes are the principal incentives for resource reallocation, and without them the objectives of adjustment will not be realized. Third, the study highlights the advantages of interventions that increase the primary income claims of the poor. Finally, adjustment can act as a catalyst for policymakers to examine carefully the costs and benefits of their programs for the poor.

Book Social Funds in Stabilization and Adjustment Programmes

Download or read book Social Funds in Stabilization and Adjustment Programmes written by Giovanni Andrea Cornia and published by Unu World Institute for Development Economics Research. This book was released on 1999 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Well before the introduction of adjustment-related Social Funds (SFs), many developing countries had developed a variety of safety nets comprising food subsidies, nutrition interventions, employment-based schemes and targeted transfers. Middle-income and a few low-income countries had also achieved extensive coverage in the field of social insurance. In countries committed to fighting poverty, these programmes absorbed considerable resources (2-5 per cent of GDP, excluding social insurance) and had a large impact on job creation, income support and nutrition: for instance, in 1983, Chile's public works programme absorbed 13 per cent of the labour force. Their ability to expand quickly depended on a permanent structure of experienced staff, good portfolios of projects, clear management rules, adequate allocation of domestic resources, supply-driven execution and, with the exception of food subsidies, fairly good targeting.

Book Our Continent Our Future

Download or read book Our Continent Our Future written by P. Thandika Mkandawire and published by IDRC. This book was released on 2014-05-14 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: Our Continent, Our Future presents the emerging African perspective on this complex issue. The authors use as background their own extensive experience and a collection of 30 individual studies, 25 of which were from African economists, to summarize this African perspective and articulate a path for the future. They underscore the need to be sensitive to each country's unique history and current condition. They argue for a broader policy agenda and for a much more active role for the state within what is largely a market economy. Finally, they stress that Africa must, and can, compete in an increasingly globalized world and, perhaps most importantly, that Africans must assume the leading role in defining the continent's development agenda.

Book Structural Adjustment and Income Distribution

This book was released on 1993 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: Structural adjustment and economic stabilization programmes are alleged in many developing countries to have imposed a high social cost in terms of the distribution of income and the incidence of poverty.; This study develops a framework for selecting appropriate instruments to optimize efficiency and equity in these countries, as well as those in transition to a market economy.

Book Aid and the Political Economy of Policy Change

Download or read book Aid and the Political Economy of Policy Change written by Tony Killick and published by Routledge. This book was released on 1998-09-24 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume looks at the effectiveness of conditionality in structural adjustment programmes. Tony Killick charts the emergence of conditionality, and challenges the widely held assumption that it is a co-operative process, arguing that in fact it tends to be coercive and detrimental to development objectives. Through detailed case studies of twenty one recipient countries, he explores the key issues of: * ownership * role of agencies * government objectives and the effects of policy. The conclusion is that conditionality has been counterproductive to price stability, economic growth and investment.

Book The IMF Approach to Economic Stabilization

Download or read book The IMF Approach to Economic Stabilization written by Mr.Michael Mussa and published by International Monetary Fund. This book was released on 1999-07-01 with total page 43 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper explains the IMF approach to economic stabilization. It argues that a Fund-supported program is a process, comprising six broadly defined phases, that evolves along a multiplicity of potential pathways. The paper discusses the three-pronged approach to stabilization at the core of all IMF-supported programs, stresses the iterative character of “financial programming,” and explains the rationale for setting quantitative performance criteria for fiscal and monetary policy in IMF-supported arrangements. A main theme is that IMF-supported programs contain a great deal of flexibility to respond both to differences in circumstances and to changes in conditions in individual cases.
