Book excerpt: Established as a Jewish settlement in 1909 and dedicated a year later, Tel Aviv has grown over the last century to become Israel’s financial center and the country’s second largest city. This book examines a major period in the city’s establishment when Jewish architects moved from Europe, including Alexander Levy of Berlin, and attempted to establish a new style of Zionist urbanism in the years after World War I. The author explores the interplay of an ambitious architectural program and the pragmatic needs that drove its chaotic implementation during a period of dramatic population growth. He explores the intense debate among the Zionist leaders in Berlin in regard to future Jewish settlement in the land of Israel after World War I, and the difficulty in imposing a town plan and architectural style based on European concepts in an environment where they clashed with desires for Jewish revival and self-identity. While “modern” values advocated universality, Zionist ideas struggled with the conflict between the concept of “New Order” and traditional and historical motifs. As well as being the first detailed study of the formative period in Tel Aviv’s development, this book presents a valuable case study in nation-building and the history of Zionism. Meticulously researched, it is also illustrated with hundreds of plans and photographs that show how much of the fabric of early twentieth century Tel Aviv persists in the modern city.

It records the interplay of urban reform in Europe and the United States, the rise of the planning expert, the design of new towns, and the technique for directing urban expansion on systematic lines. Most important, it documents the blueprint for investing the "peace dividend" of the Great War to make urban life "more fit for democracy". Written for men fighting to make the world safe for democracy, New Ideals revealed how the domestic part of the peace program could justify their sacrifice. The wartime housing initiative had improved the living conditions of industrial workers and the same public regulation and control of the layout and character of residential neighbourhoods could provide what "men of service expect to find on their return, a new and better type of workman’s home." While New Ideals strained towards the utopian, experience tempered Nolen’s expectations and the high aims of the book were not immediately realised in a post-war society seeking a return to pre-war normalcy. However in the last decade, Nolen’s planned communities have been closely studied as the demand for pedestrian-oriented neighbourhoods set on sustainable lines has moved from novelty to policy. New Ideals is an important text not only for its design template, but also its aspirations. Nolen’s call to "make cites that will serve the needs--physical, economic, and spiritual-- of all people" lays at the heart of the city planning profession and the lessons Nolen imparted inform a new generation planning cities to be both resilient and just.

Starting in the aftermath of the 1906 earthquake and ending with the dot-com boom, Housing the City by the Bay considers the history of one proposed answer to the city's ongoing housing crisis: public housing. John Baranski follows the ebbs and flows of San Francisco's public housing program: the Progressive Era and New Deal reforms that led to the creation of the San Francisco Housing Authority in 1938, conflicts over urban renewal and desegregation, and the federal and local efforts to privatize government housing at the turn of the twenty-first century. This history of public housing sheds light on changing attitudes towards liberalism, the welfare state, and the economic and civil rights attached to citizenship. Baranski details the ways San Francisco residents turned to the public housing program to build class-based political movements in a multi-racial city and introduces us to the individuals—community activists, politicians, reformers, and city employees—who were continually forced to seek new strategies to achieve their aims as the winds of federal legislation shifted.
