Book Decentralization and Development of Sri Lanka Within a Unitary State

Download or read book Decentralization and Development of Sri Lanka Within a Unitary State written by N.S. Cooray and published by Springer. This book was released on 2017-09-19 with total page 364 pages. Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive volume provides uniquely diverse insights into various aspects of decentralization and development from both developed and developing countries, with special reference to Sri Lanka. For a quarter century, Sri Lanka was battered by its prolonged civil war, which ended in 2009, but has now achieved relative peace and stability. Having developed rapidly, Sri Lanka offers a classic example for developing countries. There is, however, a strong need, particularly in the context of postwar conflict, to formulate policies for reconciliation, peace building, and development at all levels—local, provincial, and national. Decentralization itself is not a new subject; however, how to devolve power to local administrative levels within a unitary system and how to link the devolved power to make local administrative systems more conducive to development and provide better services for citizens are challenging tasks in many countries. Taking into account the developmental, governance, and conciliatory needs and the sensitivity of central–local relations, this volume critically examines the local government systems in Sri Lanka. It also proposes a viable, effective and autonomous local-level administrative unit based, which draws on experiences from Japan and other countries, and identifies the role and functions of such a unit. The book presents commissioned papers from a three-year research project undertaken by internationally respected experts with financial support by the Japan Society for the Promotion of Science (JSPS) under a Grant-in-Aid for Scientific Research.

Book Sri Lanka At Crossroads Geopolitical Challenges And National Interests

This book was released on 2019-01-04 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: Having celebrated its 70th year of independence in 2018, Sri Lanka, a strategically-positioned island nation, now finds itself with the potential to be a super connector in fast-developing Asia. While carving out a place for itself in the international arena, Sri Lanka has simultaneously had to look inwards to recover and rebuild its potential, bruised by an era of colonial rule and nearly 30 years of a civil war, with two youth insurrections. This book examines these twin dimensions. First, how Sri Lanka is negotiating its international reach and the spheres of influence that extend from other Asian and world powers, and second, how the country is engaging in nation-building, from days of racial riots to ones of peace-building, reconciliation, more robust governance, and the development of cyber security.Written from the perspective of a Sri Lankan academic and the head of the national security think tank, this book offers insights into how the country has addressed its post-conflict as well as geopolitical challenges, navigated through domestic politics, and ramped up peace-building efforts, to now reach a junction where it can put its foot firmly on the road to prosperity in a new Asian world order.

Book excerpt: In 2009, after decades of conflict, the Sri Lankan government proclaimed the decisive defeat of the Liberation Tamil Tigers of Elam. Subsequently, the state proved resistant to attempts by the UN and other international bodies to promote post-war reconciliation or reform. In this incisive new work, Judith Large investigates the ways in which the Rajapaksa government was able to subvert international diplomatic efforts, as well as exploring the wider context of rising Sinhalese nationalism, the attendant growth of discrimination against minorities, and efforts by both the diaspora and citizens within Sri Lanka to work towards a positive peace. Push Back is vital reading not only for those interested in Sri Lanka, but also for those concerned about the wider implications of the conflict for human rights, peace-making, and geopolitics.

Book Dynamics of Tamil Nadu Politics in Sri Lankan Ethnicity

Download or read book Dynamics of Tamil Nadu Politics in Sri Lankan Ethnicity written by G. Palanithurai and published by Northern Book Centre. This book was released on 1993 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: Tamil Nadu has been playing its legitimate role in the inter-government relationship on the Tamil issues. The magnitude of the state politics in the problems of Sri Lankan Tamils has reached its Zenith during the past one decade as a result of the eruption of ethnic violence in Sri Lanka. Since Tamil Polity has been fully dominated by ethnic political parts, each one has been trying its level best to project itself as the Vanguard of Tamil Nationalism. This book traces the approaches of the political parties and especially ethnic political parties towards the Sri Lankan Tamil issues. It also analyses to what extent the pressure extended by the ethnic political parties has been taken into account in foreign policy making of Indian Government during different periods. Significantly this work touches a very important aspect that to what extent the support extended by the political parties to help themselves to establish firm roots in provincial polity. This study sheds light on the ambiguous stand of the political parties in Tamil Nadu over this issue which ultimately has weakened the cause of the Tamils and mislead the Indian Government which adopted a tough stand without heeding to the plea of the majority of the Sri Lankan Tamils.

Book The Political Economy of Ethnic Conflict in Sri Lanka

Download or read book The Political Economy of Ethnic Conflict in Sri Lanka written by Nikolaos Biziouras and published by Routledge. This book was released on 2014-03-26 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: At the point of independence in 1948, Sri Lanka was projected to be a success story in the developing world. However, in July 1983 a violent ethnic conflict which pitted the Sinhalese against the Tamils began, and did not come to an end until 2009. This conflict led to nearly 50,000 combatant deaths and approximately 40,000 civilian deaths, as well as almost 1 million internally-displaced refugees and to the permanent migration abroad of nearly 130,000 civilians. With a focus on Sri Lanka, this book explores the political economy of ethnic conflict, and examines how rival political leaders are able to convince their ethnic group members to follow them into violent conflict. Specifically, it looks at how political leaders can influence and utilize changes in the level of economic liberalization in order to mobilize members of a certain ethnic group, and in the case of Sri Lanka, shows how ethnic mobilization drives can turn violent when minority ethnic groups are economically marginalized by the decisions that the majority ethnic group leaders make in order to stay in power. Taking a political economy approach to the conflict in Sri Lanka, this book is unique in its historical analysis and provides a longitudinal view of the evolution of both Tamil and Sinhalese ethnic drives. As such, this interdisciplinary study will be of interest to policy makers as well as academics in the field of South Asian studies, political science, sociology, development studies, political economy and security studies.
