Book excerpt: This book begins from a critical account of the final months of the Sri Lankan civil war, tracing themes of nationalism, discourse and conflict memory through this period of immense violence and into its aftermath. Using these themes to explore state crime, atrocity and its denial and representation, Seoighe offers an analysis of how stories of conflict are authored and constructed. This book examines the political discourse of the former Rajapaksa government, highlighting how fluency in international discourses of counter-terrorism, humanitarianism and the ‘reconciliation’ expected of states transitioning from conflict can be used to conceal and deny state violence. Drawing on extensive interviews with activists, academics, politicians, state representatives and international agency staff, and three months of observation in Sri Lanka in 2012, Seoighe demonstrates how the Rajapaksa government re-narrativised violence through orchestrated techniques of denial and mass ritual discourse. It drew on and perpetuated a heightened majoritarian Sinhala-Buddhist nationalism which consolidated power under Sinhalese political elites, generated minority grievances and, in turn, sustained the repression and dispossession of the Tamil community of the Northeast. A detailed and evocative study, this book will be of special interest to scholars of conflict studies, political violence and critical criminology.

The book is both a detailed documentation of events that followed the ceasefire and an exercise in synthesis and analysis. The underlying argument is that sustainable peace cannot be achieved through negotiations until the Tigers disarm and abandon terrorism. It forecasts, with guarded optimism, that the recent battlefield defeats of the LTTE could be considered the final phase of the 'Eelam War' that began twenty-five years ago.

It argues that sociological ideas about the nature of everyday life complement and supplement the concept of everyday life peacebuilding recently theorized within International Relations Studies (IRS). It claims that IRS misunderstands the nature of everyday life by seeing it only as a particular space where mundane, routine and ordinary peacebuilding activities are accomplished. Sociology sees everyday life also as a mode of reasoning. By exploring victims’ ways of thinking and understanding, this book argues that we can better locate their accomplishment of peacebuilding as an ordinary activity. The book is based on six years of empirical research in three different conflict zones and reports on a wealth of interview data to support its theoretical arguments. This data serves to give voice to victims who are otherwise neglected and marginalized in peace processes.

Often, the challenges of post-conflict reconstruction revolve around the timing and sequencing of different reform that may have contradictory implications. Drawing on a range of thematic studies and empirical cases, this book examines how post-conflict reconstruction policies can be better sequenced in order to promote sustainable peace. The book provides evidence that many reforms that are often thought to be imperative in post-conflict societies may be better considered as long-term objectives, and that the immediate imperative for such societies should be 'people-centred' policies.

Anti-Tamil discrimination, anti-Muslim violence, and Sinhala Buddhist majoritarianism all increased in the war's aftermath, as President Mahinda Rajapakse's government invoked its military victory over the LTTE to silence any opposition. The election of Maithripala Sirisena as president in January 2015 began to alleviate some of the worst of these post-war abuses of power, but many long-term problems will take longer to solve. This book brings together scholars in the fields of anthropology, sociology, history, law, religious studies and diaspora studies to critically engage issues such as post-war development, constitutional reform, ethnic and religious identity, transnational activism, and transitional justice. Violent Victors traces how parties derived from violent, wartime belligerents successfully campaign as the best providers of future societal peace, attracting votes not just from their core supporters but oftentimes also from the very people they targeted in war. Drawing on more than two years of groundbreaking fieldwork, Sarah Daly combines case studies of victim voters in Latin America with experimental survey evidence and new data on postwar elections around the world. She argues that, contrary to oft-cited fears, postconflict elections do not necessarily give rise to renewed instability or political violence. Daly demonstrates how war-scarred citizens reward belligerent parties for promising peace and security instead of blaming them for war. Yet, in so casting their ballots, voters sacrifice justice, liberal democracy, and social welfare.
