Benjamin Zyla rejects the claim that countries like Canada have shirked their responsibilities within NATO. Using a range of measures that go beyond troop numbers and defense budgets to include peacekeeping commitments, foreign economic assistance, and contributions to NATO’s rapid reaction forces and infrastructure, Zyla argues that, proportionally, Canada’s NATO commitments in the 1990s rivaled those of the alliance’s major powers. At the same time, he demonstrates that Canadian policy was driven by strong normative principles to assist failed and failing states rather than a desire to ride the coattails of the United States, as is often presumed. Book excerpt: The Burden-Sharing Dilemma examines the conditions under which the United States is willing and able to pressure its allies to assume more responsibility for their own defense. The United States has a mixed track record of encouraging allied burden-sharing—while it has succeeded or failed in some cases, it has declined to do so at all in others. This variation, Brian D. Blankenship argues, is because the United States tailors its burden-sharing pressure in accordance with two competing priorities: conserving its own resources and preserving influence in its alliances. Although burden-sharing enables great power patrons like the United States to lower alliance costs, it also empowers allies to resist patron influence. Blankenship identifies three factors that determine the severity of this burden-sharing dilemma and how it is managed: the latent military power of allies, the shared external threat environment, and the level of a patron's resource constraints. Through case studies of US alliances formed during the Cold War, he shows that a patron can mitigate the dilemma by combining assurances of protection with threats of abandonment and by exercising discretion in its burden-sharing pressure. Blankenship's findings dismantle assumptions that burden-sharing is always desirable but difficult to obtain. Patrons, as the book reveals, can in fact be reluctant to seek burden-sharing, and attempts to pass defense costs to allies can often be successful. At a time when skepticism of alliance benefits remains high and global power shifts threaten longstanding pacts, The Burden-Sharing Dilemma recalls and reconceives the value of burden-sharing and alliances.

Book excerpt: The identified lives effect describes the fact that people demonstrate a stronger inclination to assist persons and groups identified as at high risk of great harm than those who will or already suffer similar harm, but endure unidentified. As a result of this effect, we allocate resources reactively rather than proactively, prioritizing treatment over prevention. For example, during the August 2010 gold mine cave-in in Chile, where ten to twenty million dollars was spent by the Chilean government to rescue the 33 miners trapped underground. Rather than address the many, more cost effective mine safety measures that should have been implemented, the Chilean government and international donors concentrated efforts in large-scale missions that concerned only the specific group. Such bias as illustrated through this incident raises practical and ethical questions that extend to almost every aspect of human life and politics. What can social and cognitive sciences teach us about the origin and triggers of the effect? Philosophically and ethically, is the effect a "bias" to be eliminated or is it morally justified? What implications does the effect have for health care, law, the environment and other practice domains? This volume is the first to take an interdisciplinary approach toward answering this issue of identified versus statistical lives by considering a variety of perspectives from psychology, public health, law, ethics, and public policy.

The focus is a transnational, polyphonic writing project entitled ‘Rwanda: écrire par devoir de mémoire’ (Rwanda: Writing by Duty of Memory), undertaken in 1998 by a group of nine African authors. This work emphasizes the Afropolitan cultural frame in which the texts were conceived and written. Instead of using Western and Eurocentric tropes, this volume looks at a so-called ‘minority trauma’: an African conflict situated in a collectivist society and written about by writers from African origin. This approach enables a more situated study, in which it becomes possible to draw out the local notions of ubuntu, oral testimonies, mourning traditions, healing and storytelling strategies, and the presence of the ‘invisible’. As these texts are written in French and to date not all of them have been translated into English, most academic research has been done in French. This book thus assists in connecting English-speaking readers not only to a set of texts written in French with significant literary and cultural value, but also to francophone trauma studies research.
